In de voorbije decennia vormden Noord-Ierse of Israëlisch-Palestijnse vredesonderhandelingen een vast item in het wereldnieuws. Aangeknoopte vredesgesprekken, voorzichtige openingen of ondertekende verdragen zorg(d)en telkens voor hoog gespannen verwachtingen en wilde speculaties over vrede. In het beste geval leiden vredesonderhandelingen tot een wapenstilstand of zelfs een verzoening, zoals intussen in Noord-Ierland. Andere keren, in het Midden-Oosten bijvoorbeeld, brengen ze meer geweld met zich mee (Höglund 2008). Dat was in de zestiende eeuw niet anders. Toen waren onze gewesten, de Zeventien Provinciën, het schouwtoneel van een bloedige burgeroorlog, terwijl tegelijkertijd moeizame vredesonderhandelingen werden gevoerd. Sommige vredesonderhandelingen leidden tot een gedeeltelijke verzoening, maar de meeste vredesonderhandelingen faalden. De Nederlandse Opstand leidde uiteindelijk tot de opbouw van een nieuwe staat, de Republiek van de Verenigde Nederlanden, die met de Vrede van Münster van 1648 door de Spaanse monarchie werd erkend. Historici verwaarloosden (te) lang de veelvoudige verdeeldheid en de talrijke vredesgesprekken van de Nederlandse Opstand. Zij namen het conflict als de noodlottige maar noodzakelijke voorwaarde voor de zeventiende-eeuwse Republiek en haar Gouden Eeuw. Dat conflict ontstond door de Grote en Kleine Traditie van Opstand in de Lage Landen (Blockmans 1988, Boone en Prak 1995, voor Vlaanderen Dumolyn en Haemers 2006). Het succes van de nieuwe staat wordt op zijn beurt verklaard door de klassieke parameters van staatsvorming: de Republiek was voortvarend door de professionalisering van haar leger, de inzet van geweld en de opbouw van een systeem van publieke financiën (resp. Swart 2006, Adriaenssen 2007 en Tracy 2008). Door de klemtoon enerzijds van verzet naar verzoening te verschuiven, en anderzijds van de Republiek naar de Habsburgse Nederlanden, herziet dit proefschrift deze grote verhaallijnen. De analyse richt zich immers op de ‘Grote en Kleine Traditie van Pacificatie’ en de daaraan inherente ‘paradox’ van repressie en pacificatie. Daardoor biedt dit proefschrift niet alleen een nieuwe visie op de Nederlandse Opstand zelf, maar ook op vroegmoderne staatsvorming en de onderhandelingspositie van machtselites als de adel. Over the past decades, peace negotiations on Northern-Ireland and Israel/Palestine formed a substantial part of international news. The setting up of talks, prudent break-throughs and signed treaties have created time and again high expectations and wild speculations on peace. Under the best of all conditions, peace negotiations lead to ceasefire, or even a reconciliation, like the one taking place in Northern Ireland. Other times they spark more violence (Höglund 2008), as unfortunately until now in the Middle East. In the second half of the sixteenth century, the overall outlook was not that different in the Netherlands, at that moment a vital part of the (Spanish-)Habsburg composite monarchy. The Seventeen Provinces of the Low Countries turned into a theatre of a bloody civil war, in which only a few negotiations led to a partial reconciliation with Philip II, while other failed talks inspired a radicalisation of the conflict. The Dutch Revolt ultimately led to a new state, the United Provinces, which independence was formally recognised by the Spanish monarch with the 1648 Peace of Münster. For too long, historians have neglected both the multiple conflict lines and the numerous peace talks during the Dutch Revolt. Most scholars have taken the conflict as the sad yet necessary precondition for the seventeenth-century Dutch Republic and its Golden Age. They have tracked the conflict back to a long standing ‘Great Tradition of Revolt’ against the Prince (Blockmans 1988a), fuelled by a ‘Little Tradition of Revolt’ within the cities (Boone and Prak 1995; for medieval Flanders, Dumolyn and Haemers 2006). The founding and success of the Dutch Republic have subsequently been explained with the classical parameters of state building: the use of violence, the development of a professional army and an efficient development of public finances (resp. Adriaenssen 2007, Swart 2006 and Tracy 2008). By shifting the scope of analysis from revolt to peacemaking on the one hand, and from the Dutch Republic to the Habsburg Netherlands on the other hand, my dissertation revises these narratives. It analyzes the Great and Little Tradition of Pacification and the intrinsic Paradox of Punishment and Pacification. This approach not only offers a new view on the Dutch Revolt itself, but also on early modern state building and the bargaining of noble power elites.
