Abstract

Though Britain and France have faced a similar threat from Islamist terrorism in the years following September 11 2001, they have often responded in different ways to the challenges it posed. This groundbreaking work offers the first in-depth comparative analysis of counterterrorist policies and operations in these two leading liberal democracies. Challenging the widely held view that the nature of a state's counterterrorist policies depends on the threat it is facing, Foley suggests that such an argument fails to explain why France has mounted more invasive police and intelligence operations against Islamist terrorism than Britain and created a more draconian anti-terrorist legal regime. Drawing on institutional and constructivist theories, he develops a novel theoretical framework that puts counterterrorism in its organisational, institutional and broader societal context. With particular appeal to students and specialists of International Relations and Security Studies, this book will engage readers in the central debates surrounding anti-terrorist policy.

Abstract

This book examines the causal impact of ideology through a comparative-historical analysis of three cases of 'post-imperial democracy': the early Third Republic in France (1870-86); the Weimar Republic in Germany (1918-34); and post-Soviet Russia (1992-2008). Hanson argues that political ideologies are typically necessary for the mobilization of enduring, independent national party organizations in uncertain democracies. By presenting an explicit and desirable picture of the political future, successful ideologues induce individuals to embrace a long-run strategy of cooperation with other converts. When enough new converts cooperate in this way, it enables sustained collective action to defend and extend party power. Successful party ideologies thus have the character of self-fulfilling prophecies: by portraying the future polity as one organized to serve the interests of those loyal to specific ideological principles, they help to bring political organizations centered on these principles into being.

With the end of the Cold War, the international environments changed dramatically with consequences also for development co-operation and North-South relations in general. However, the impact varied from one donor country to another. The policies of most European governments became less affected than those of the remaining superpower. This volume takes stock of such changes into the new millennium. It starts with an extensive overview and analysis of the changes that have taken place in the international environments and development thinking in the past decade, drawing the lines further back, and identifying the main features of the new international development agenda. The country studies focus on continuity and change in the aid policy of individual European donor countries, with an emphasis on overall objectives set for aid and norms guiding its distribution geographically and on purposes. The performance is also scrutinized. This volume, unique in its kind, includes studies of the European countries such as Britain, France, Germany, the Netherlands, and Spain.
