After two generations of emphasis on governmental inefficiency and the need for deregulation, we now see growing interest in the possibility of constructive governance, alongside public calls for new, smarter regulation. Yet there is a real danger that regulatory reforms will be rooted in outdated ideas. As the financial crisis has shown, neither traditional market failure models nor public choice theory, by themselves, sufficiently inform or explain our current regulatory challenges. Regulatory studies, long neglected in an atmosphere focused on deregulatory work, is in critical need of new models and theories that can guide effective policy-making. This interdisciplinary volume points the way toward the modernization of regulatory theory. Its essays by leading scholars move past predominant approaches, integrating the latest research about the interplay between human behavior, societal needs and regulatory institutions. The book concludes by setting out a potential research agenda for the social sciences.

After the 1998 Russian economic crisis, there are new opportunities for sustained growth in many countries of the former Soviet Union. Against this backdrop, the authors of this book analyze the dynamics of macroeconomic and structural developments in Eastern Europe and Russia, with special attention paid to problems of international and national integration, "Dutch disease" and natural resource dependency, and distortions in institutional reforms. The analysis also sheds light on how these problems have implications for cooperation among OECD-countries. A critical focus is on institutional adjustment and learning, human capital formation, trade and foreign investment. The political economy challenges of stability and growth in the region are highlighted. New empirical findings and comparative policy analysis - including in the field of natural resource policy - are major elements in this publication.

Les économies anglo-saxonnes ont vécu, entre le milieu des années 1970 et la fin des années 1980, sous le signe de la déréglementation, et le mouvement qu'elles impulsèrent ne tarda pas à se propager à l'ensemble du monde, transformant ainsi de façon radicale les règles du jeu auxquelles sont soumis les agents économiques. Souvent dû à des facteurs techniques, ce processus fut également encouragé par les pouvoirs publics qui, face à la crise, ne voyaient d'autre salut que la mise en cause de pratiques qui avaient fait l'objet d'un assez large consensus pendant les années de croissance consécutives à la seconde guerre mondiale. Longtemps conçu comme un ensemble de garde-fous destiné à limiter les abus et à protéger les agents, le cadre réglementaire n'apparaissait plus guère que comme un carcan entravant le libre jeu des forces du marché, nuisant à l'efficacité économique et expliquant donc le ralentissement de la croissance. Cet ouvrage, qui rassemble les actes d'un colloque organisé en juin 1993 à l'Université de la Sorbonne Nouvelle par le Centre d'études et de recherches sur la vie économique des pays anglo-saxons (CERVEPAS), ne prétend pas épuiser le sujet. Il enrichit toutefois notre réflexion en proposant une étude comparée des évolutions qui se sont produites en Grande-Bretagne et aux États-Unis, sur lesquelles universitaires français et acteurs ou observateurs privilégiés venus d'outre-Manche ou d'outre-Atlantique portent des regards croisés. In the 1980's and 1990's successive United Kingdom governments enacted a series of reforms to establish a more market-oriented economy, closer to the American model and further away from its Western European competitors. Today, the United Kingdom is one of the least regulated economies in the world, marked by transformed welfare and industrial relations systems and broad privatization. Virtually every industry and government program has been affected by the reforms, from hospitals and schools to labor unions and jobless benefit programs. Seeking a Premier Economy focuses on the labor and product market reforms that directly impacted productivity, employment, and inequality. The questions asked are provocative: How did the United Kingdom manage to stave off falling earnings for lower paid workers? What role did the reforms play in rising income inequality and trends in poverty? At the same time, what reforms also contributed to reduced unemployment and the accelerated growth of real wages? Sub-Saharan Africa needs much faster economic growth and more effective economic, financial, and social policies if it is to make up for lost ground and reduce the number of people living in abject poverty. Edited by Laura Wallace, this volume presents the proceedings of a May 1998 seminar in Paris, organized jointly by the IMF and the Japanese Ministry of Finance, on ways to accelerate Africa's growth in our increasingly globalized world. Senior African and Asian government officials, representatives from multicultural institutions, donors, academics, and private sector participants gathered to discuss how to improve the private investment environment in African countries and take advantage of globalization's benefits while minimizing its risks, and how to strengthen the contribution of government in areas of capacity building, good governance, effective public resource management, and improved quality and composition of government spending.

This text provides guidance to policymakers on how to design and implement sound price-subsidy reforms. It draws on the experience of price-subsidy reform in 28 countries. The authors discuss economic and political considerations and make several recommendations concerning the speed of reform and social protection mechanisms. They discuss how the social impact of reform can be limited by establishing cost-effective and well-targeted temporary social protection mechanisms, and how governments can reduce the risk of political disruption by distributing the initial burden of reform fairly and by clearly explaining the costs and benefits to the public.
