Abstract

Questions of secularity and modernity have become globalized, but most studies still focus on the West. This volume breaks new ground by comparatively exploring developments in five areas of the world, some of which were hitherto situated at the margins of international scholarly discussions: Africa, the Arab World, East Asia, South Asia, and Central and Eastern Europe.In theoretical terms, the book examines three key dimensions of modern secularity: historical pathways, cultural meanings, and global entanglements of secular formations. The contributions show how differences in these dimensions are linked to specific histories of religious and ethnic diversity, processes of state-formation and nation-building. They also reveal how secularities are critically shaped through civilizational encounters, processes of globalization, colonial conquest, and missionary movements, and how entanglements between different territorially grounded notions of secularity or between local cultures and transnational secular arenas unfold over time.

Abstract

This innovative study moves briskly but comprehensively through three phases of the Third World's encounter with the Bible - precolonial, colonial, and postcolonial. It recounts the remarkable story of how an inaccessible and marginal book in the ancient churches of India, China and North Africa became an important tool in the hands of both coloniser and colonised; how it has been reclaimed in the postcolonial world; and how it is now being reread by various indigenes, Native Americans, dalits and women. Drawing on substantial exegetical examples, Sugirtharajah examines reading practices ranging from the vernacular to liberation and the newly-emerging postcolonial criticism. His study emphasises the often overlooked biblical reflections of people such as Equiano and Ramabai as well as better-known contemporaries like Gutiérrez and Tamez. Partly historical and partly hermeneutical, the volume will serve as an invaluable introduction to the Bible in the Third World for students and interested general readers.

Abstract

In an ideal world, primary education would be universal and publicly financed, and all children would be able to attend school regardless of their parents’ ability or willingness to pay. In many poor countries, however, governments lack either the financial resources or the political will to provide each child with a basic education, despite the benefits that would accrue not only to individuals but to society as a whole. In some of these countries, parents cover part or all of the cost of their children’s education. This paper explores the pros and cons of user payments.

Abstract

The Enhanced Structural Adjustment Facility (ESAF) is the cenerpiece of the International Monetary Fund's strategy to provide assistance on concessional terms to low-income member countries that are undertaking important macroeconomic adjustment and stuctural reforms. By February 1999, a total of SDR 7 billion (about US$9 billion) had been distributed under 79 ESAF arrangements to 51 developing countries. Edited by Hugh Bredenkamp and Susan Schadler, this volume features internal IMF staff assessments of the ESAF and provides an historical account of policies implemented and outcomes achieved under ESAF- supported programs.

Abstract

This book considers the issue of exchange rate policymaking from a political economy perspective. It illustrates both theoretically and empirically how domestic political and institutional incentives shape exchange rate policies in developing countries. Modelling policymakers’ preferences as endogenous, the book answers questions as the following: What influences the relative value that a country puts on fixed versus floating regimes? Why do governments, during certain episodes, deviate from an officially announced exchange rate regime? How do policymakers’ exchange rate preferences change during election periods? The empirical analysis is based on a panel survey of 47 countries and thereby provides insights on how political and institutional conditions typically affect exchange rate policy.

Abstract

Global poverty, economist Collier points out, is actually falling quite rapidly for about 80% of the world.
