Abstract

Corruption, commonly defined as the misuse of public office for private gains, is multifaceted, multidimensional, and ubiquitous. This edited collection, featuring contributions from leading scholars in the field of corruption, goes beyond the standard enforcement framework wherein individuals only compare the expected costs and benefits of a corrupt act. These chapters explore the political-cultural contexts, legal and regulatory process, and above all moral and psychological factors in attempts to understand and explain corruption. The book explores a broad canvas where gender, technology, culture, institutional structures influence attitudes towards corruption. Design and implementation of anti-corruption strategies benefit from suitable identification of these factors contributing to the prevalence and persistence of corruption. Combining theoretical, and empirical studies with evidence from experiments as well as case studies, the book provides crucial state-of -the art in corruption research in a highly accessible manner. This book serves as a vital reference to students and scholars in economics, politics and development studies. Additionally, policy makers and development practitioners can use the insights from this book in successful design and implementation of anti-corruption policies"-- Provided by publisher.

Abstract

Ukraine dominated international headlines as the Euromaidan protests engulfed Ukraine in 2013-2014 and Russia invaded the Crimea and the Donbas, igniting a new Cold War. Written from an insider's perspective by the leading expert on Ukraine, this book analyzes key domestic and external developments and provides an understanding as to why the nation's future is central to European security. The author provides a contemporary perspective that integrates the late Soviet and post-Soviet eras. The book begins in 1953 when Soviet leader Joseph Stalin died during the Cold War and carries the story to the present day, showing the roots of a complicated transition from communism and the weight of history on its relations with Russia. It then goes on to examine in depth key aspects of Soviet and post-Soviet Ukrainian politics; the drive to independence, Orange Revolution, and Euromaidan protests; national identity; regionalism and separatism; economics; oligarchs; rule of law and corruption; and foreign and military policies. Moving away from a traditional dichotomy of 'good pro-Western' and 'bad pro-Russian' politicians, this volume presents an original framework for understanding Ukraine's history as a series of historic cycles that represent a competition between mutually exclusive and multiple identities. Regionally diverse contemporary Ukraine is an outgrowth of multiple historical Austrian-Hungarian, Polish, Russian, and especially Soviet legacies, and the book succinctly integrates these influences with post-Soviet Ukraine, determining the manner in which political and business elites and everyday Ukrainians think, act, operate, and relate to the outside world.

Abstract

National decline is typically blamed on special interests from the demand side of politics corrupting a country's institutions. The usual demand-side suspects include crony capitalists, consumer activists, economic elites, and labor unions. Less attention is given to government insiders on the supply side of politics - rulers, elected officials, bureaucrats, and public employees. In autocracies and democracies, government insiders have the motive, means, and opportunity to co-opt political power for their benefit and at the expense of national well-being. Many storied empires have succumbed to such inside jobs. Today, they imperil countries as different as China and the United States. Democracy - government by the people - does not ensure government for the people. Understanding how government insiders use their power to subvert the public interest - and how these negative consequences can be mitigated - is the topic of this book by Mark A. Zupan.

Abstract

Why do some societies manage to control corruption so that it manifests itself only occasionally, while other societies remain systemically corrupt? This book is about how societies reach that point when integrity becomes the norm and corruption the exception in regard to how public affairs are run and public resources are allocated. It primarily asks what lessons we have learned from historical and contemporary experiences in developing corruption control, which can aid policy-makers and civil societies in steering and expediting this process. Few states now remain without either an anticorruption agency or an Ombudsman, yet no statistical evidence can be found that they actually induce progress. Using both historical and contemporary studies and easy to understand statistics, Alina Mungiu-Pippidi looks at how to diagnose, measure and change governance so that those entrusted with power and authority manage to defend public resources.
