Abstract

In accordance with the mandate given by the International Labour Conference, the ILO Director-General again sent this year a mission to prepare a report on the situation of workers of the occupied Arab territories. The situation of these workers remains precarious. In order to address the persistent vast inequalities between economic performance, employment and income, and freedom of movement and enterprise, the principles of social justice and decent work must be applied.

Abstract

Men of Capital examines British-ruled Palestine in the 1930's and 1940's through a focus on economy. In a departure from the expected histories of Palestine, this book illuminates dynamic class constructions that aimed to shape a pan-Arab utopia in terms of free trade, profit accumulation, and private property. And in so doing, it positions Palestine and Palestinians in the larger world of Arab thought and social life, moving attention away from the limiting debates of Zionist–Palestinian conflict. Reading Palestinian business periodicals, records, and correspondence, Sherene Seikaly reveals how capital accumulation was central to the conception of the ideal "social man." Here we meet a diverse set of characters—the man of capital, the frugal wife, the law-abiding Bedouin, the unemployed youth, and the abundant farmer—in new spaces like the black market, cafes and cinemas, and the idyllic Arab home. Seikaly also traces how British colonial institutions and policies regulated wartime austerity regimes, mapping the shortages of basic goods—such as the vegetable crisis of 1940—to the broader material disparities among Palestinians and European Jews. Ultimately, she shows that the economic is as central to social management as the political, and that an exclusive focus on national claims and conflicts hides the more complex changes of social life in Palestine.

Abstract

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) operates one of the largest nongovernmental school systems in the Middle East. Palestine refugees in UNRWA schools are achieving higher-than-average learning outcomes in spite of the adverse circumstances they live under. This study uses a mixed methods research approach to address the complexity of the research question and its exploratory nature, namely, How do UNRWA schools continually and consistently outperform public schools? This study used the following data collection techniques: econometric techniques to analyze learning achievement data from international and national assessments; the Systems Approach for Better Education Results tools were used to assess different system components, such as teacher effectiveness, school autonomy, and student assessments; Stallings classroom observations provided a structured method to compare teachers' and students' interactions; qualitative data collected through interviews captured the lived experiences of a sample of students. Contrary to what might be expected from a resource-constrained administration serving refugee students who continually face a multitude of adversities, UNRWA students outperform public schools in the three regions-- West Bank and Gaza and Jordan-- by a year's worth of learning. The achievement is a result of the way these schools recruit, prepare, and support teachers; because of instructional practices and pedagogy in the classroom; and because of school leadership, accountability, and mutual support. This has created a distinguished learning community centered on the student. Of note: UNRWA selects, prepares, and supports its education staff to pursue high learning outcomes. Time-on-task is high in UNRWA schools, and is used more effectively than in public schools.

Abstract

Electricity is an integral part of everyday life-so integral that we rarely think of it as political. In Electrical Palestine, Fredrik Meiton illustrates how political power, just like electrical power, moves through physical materials whose properties govern its flow. At the dawn of the Arab-Israeli conflict, both kinds of power were circulated through the electric grid that was built by the Zionist engineer Pinhas Rutenberg in the period of British rule from 1917 to 1948. Drawing on new sources in Arabic, Hebrew, and several European languages, Electrical Palestine charts a story of rapid and uneven development that was greatly influenced by the electric grid and set the stage for the conflict between Arabs and Jews. Electrification, Meiton shows, was a critical element of Zionist state building. The outcome in 1948, therefore, of Jewish statehood and Palestinian statelessness was the result of a logic that was profoundly conditioned by the power system, a logic that has continued to shape the area until today.
