This paper examines the Annual Progress Report (APR) on Rwanda’s Poverty Reduction Strategy Paper (PRSP). The 2004 APR is an important progress marker in Rwanda’s long-term vision to reduce the proportion of Rwandans living below the poverty line from 60 percent to 25 percent and raise per capita incomes from $250 to above $1,000. It represents an analysis of progress to date under the 2002 PRSP and sets out in detail government initiatives, which contribute to the goal of poverty reduction.

The study analyzes the key elements of the poverty reduction strategy, including the participatory approach, donor coordination, growth-enhancing policies, and accountability and governance issues. A training program for government accountants has started, and the law establishing the office of the Ombudsman has been gazetted. The annual progress report acknowledges the need for an acceleration of structural reforms. New health and agricultural strategies are expected to revive and refocus the momentum in these critical sectors. However, poverty still affects two-thirds of the population, particularly in rural areas, and capacity constraints remain a major obstacle for reform implementation.

Rwanda’s Economic Development and Poverty Reduction Strategy (EDPRS) covers the period 2008–12 and provides a medium-term framework for achieving the country’s long-term development aspirations as embodied in Rwanda Vision 2020, the seven-year Government of Rwanda (GoR) program, and the Millennium Development Goals. The economic cluster covers the macroeconomic and financial sector (energy, transport, information and communication technology (ICT) and Science, Technology and Innovation (STI), private sector development, and environment and natural resources management; and the social sector covers health, water and sanitation, education, social protection, and youth. The government cluster is also viewed.

This 2014 Article IV Consultation and Second Review Under the Policy Support Instrument highlights that Rwanda’s economic performance since the turn of the century has been remarkable. Strong policies have played a key role in maintaining real GDP growth at 7.8 percent on average since 2000, with significant poverty reduction. The economy is recovering from the disruptions induced by aid suspension through mid-2013, with growth bouncing back in the first half of 2014 and inflation well contained. Growth in 2014 is expected to be about 6 percent, rising to the longer-term growth rate of 7.5 percent in the medium term.

The main risk to the program is that inflationary pressures would reemerge owing to improper management of the scaling up of aid and fiscal spending, or a protracted crisis in Kenya. The structural agenda focuses on maintaining the momentum in the previously initiated areas, particularly in the financial sector, tax administration, and public financial management. The authorities are launching a few large projects in energy, agriculture, and the information and telecommunication sectors aimed at easing binding infrastructure bottlenecks. This paper presents the Completion Point Document for consideration of Rwanda’s Enhanced Initiative for Heavily Indebted Poor Countries. The government has maintained the policy of protecting social sector budget allocations from cuts during the course of the fiscal year, and military spending has progressively been reduced, which has also enabled a reallocation of resources to priority areas. Moreover, since the 2002 budget cycle, expenditures have been classified in all ministries according to programs and sub-programs, expected outputs, activities, and inputs.

This paper presents a Joint Staff Advisory Note of Rwanda’s Poverty Reduction Strategy Paper (PRSP) Annual Progress Report. To enhance transparency and accountability, planning and budgeting processes necessary for the monitoring of the PRSP have improved, an organic budget law has been submitted to Parliament, and an action plan to create a modern public financial management system has been adopted. The demobilization effort has advanced and strategies in the social sectors have been very successful. Efficient transportation links, both domestic and international, are crucial for improving commerce and diversifying the economy.
