Abstract

Faced with a steadily worsening economy, the government of the Lao Peoples Democratic Republic took its first steps toward reforming its centrally planned economy in December 1979. The reform process gathered momentum with the introduction of the New Economic Mechanism in 1985, as the authorities began a series of far-reaching policy reforms in virtually all economic areas. This paper provides a much-needed overview of the Lao P.D.R.'s experience with systemic transformation and macroeconomic adjustments in recent years and highlights challenges that the country is likely to face in the coming years.

Abstract

This paper on the Poverty Reduction Strategy Papers (PRSPs) on the Lao People’s Democratic Republic (PDR) explains macroeconomic, structural, and social policies in support of growth and poverty reduction, as well as associated external financing needs and major sources of financing. The Lao PDR’s long-term national development goal is to be achieved through sustained equitable economic growth and social development, while safeguarding the country’s social, cultural, economic, and political identity. The government’s sustained effort to eradicate poverty will become a mass mobilization exercise, empowering local communities and providing a coherent framework for mutually supportive actions by all stakeholders.

Abstract

This Selected Issues paper and Statistical Appendix for the Lao People’s Democratic Republic (PDR) review the macroeconomic impact of the resource sector. Lao PDR’s economic performance is becoming increasingly dependent on the activities of the large mining and hydropower projects. The economic value of the resource projects is significant, even if only proven mineral reserves and hydropower plants are considered. The overall macroeconomic impact of the resource sector over the medium term will depend on the quality and timeliness of the policies adopted to sustain the growth of the non-resource sector.

Abstract

The staff report for the 2007 Article IV Consultation on the Lao People’s Democratic Republic (PDR) explains economic performance. Growth is robust and increasingly reliant on large export-oriented mining and hydropower projects. The economic outlook is promising, but the outcome clearly depends on the government’s policy response to the emerging resource bonanza. The current fiscal regimes for the resource sector have several sound features, but some improvements are needed to align them to best international practices.

Abstract

The Joint Staff Advisory Note (JSAN) of the Poverty Reduction Strategy Paper Progress Report for the Lao People’s Democratic Republic (PDR) reviews the strengths and weaknesses of poverty reduction objectives and strategies. The Lao PDR National Growth and Poverty Eradication Strategy (NGPES) is the first full poverty reduction strategy prepared by the government. The NGPES describes the participatory process underpinning the development of the strategy. Capacity constraints, weak governance, and a difficulty translating strategic objectives into concrete actions are the main obstacles to the reform process.

Abstract

The economic growth of Lao P.D.R. was buoyed by mining and hydropower sectors, garment exports, non-regional tourism, and FDI inflows following the recovery from the global economic crisis. The Bank of Lao P.D.R. (BoL) also raised its overdraft lending rate. Net domestic assets of the BoL continued to expand rapidly net injections of liquidity into the banking system, and an expansion of other assets. Medium-term economic prospects, macroeconomic and financial policies, accelerated structural reforms to diversify the economy, improve the business climate, and foster trade.

Abstract

Recent economic development and outlook of Lao are discussed in this study. However, the economy continued to exceed its macroeconomic speed limit in 2009, putting pressure on the balance of payments. The outlook for GDP growth in 2010 is favorable and inflation is likely to remain moderate. Discussions centered on policies required to maintain near-term macroeconomic stability and stem the decline in net foreign assets (NFA) of the banking system. IMF staff noted that the overall fiscal deficit should be put on a medium-term consolidation path.

Abstract

This 2014 Article IV Consultation highlights that the real GDP growth of Lao People’s Democratic Republic is expected to moderate from 8 percent in 2013 to 7.5 percent in 2014. Domestic activity has slowed, and credit growth has declined from excessive levels. Inflation has declined to 3 percent from 6.5 percent at end-2013, largely owing to weaker food and fuel price momentum. To address vulnerabilities, Executive Directors have emphasized the need for continued fiscal consolidation, greater exchange rate flexibility, tighter monetary conditions, strengthened financial supervision, and improved bank resolution and crisis prevention frameworks.

Abstract

A technical assistance mission was conducted during July 2–13, 2018 to support measurement of Lao PDR’s national accounts statistics. The mission assisted with the development of a quarterly GDP time series, reviewed the published annual GDP time series, and developed recommendations to continue improving national accounts statistics compiled by the Lao Statistics Bureau (LSB). The mission built upon previous national accounts statistics missions conducted in April 2017 and January 2018.

Abstract

Against the backdrop of generally sound policies and abundant natural resources, Lao P.D.R. has made impressive progress in developing its economy and reducing poverty. The key challenge going forward is to ensure that economic policy frameworks stay ahead of the curve to achieve sustainable and broad-based growth.
