Abstract

À partir de l’expérience acquise dans les pays de l’OCDE, le présent rapport met en évidence des formes d’intervention propices à une agriculture durable et résiliente dans l’optique du changement climatique. Les recherches montrent que des facteurs comportementaux influent sur l’efficacité des incitations, en allant dans le sens ou à l’encontre de l’action publique. Aussi faut-il prendre en compte le comportement des agriculteurs pour que les politiques soient à la fois plus efficaces pour l’environnement et plus rentables. En général, les instruments employés sont loin d’avoir les retombées environnementales escomptées, pour des raisons institutionnelles, culturelles, sociales et politiques. Les mesures incitatives, l’éducation et l’information, ainsi que la cohérence et la compatibilité avec les pratiques locales traditionnelles, entrent toutes en jeu dans les résultats enregistrés.

Abstract

This volume contains the correspondence between G.L.S. Shackle and S.F. Frowen from the time Shackle took up his first post-war academic appointment until his death in 1992. The correspondence, partly personal and partly professional, reveals a vital insight into Shackle both as a man and as an outstanding economist. His letters illuminate his thoughts on issues occupying his mind but also show the warmth and tremendous generosity he felt towards his friends. The centenary of Shackle's birth in 2003 seems an appropriate time for the publication of his letters.

Abstract

While many disciplines contribute to environmental conservation, there is little successful integration of science and social values. Arguing that the central problem in conservation is a lack of effective communication, Bryan Norton shows in Sustainability how current linguistic resources discourage any shared, multidisciplinary public deliberation over environmental goals and policy. In response, Norton develops a new, interdisciplinary approach to defining sustainability-the cornerstone of environmental policy-using philosophical and linguistic analyses to create a nonideological vocabulary that can accommodate scientific and evaluative environmental discourse. Emphasizing cooperation and adaptation through social learning, Norton provides a practical framework that encourages an experimental approach to language clarification and problem formulation, as well as an interdisciplinary approach to creating solutions. By moving beyond the scientific arena to acknowledge the importance of public discourse, Sustainability offers an entirely novel approach to environmentalism.

Abstract

Rivalry is an attempt to understand facets of entrepreneurial societies by integrating the economic analysis with historical, political and psychological considerations, customarily shunned by economists. The author argues that decisions to make new business ventures, and readiness to take risks are both related to concepts of ranking hierarchies on local, national or international levels. He then constructs a theory of business enterprise and of rivalry supported by evidence on entrepreneurship, innovation, advertising, all examined with their historical, political or organisational concerns. This notion of rivalry among businessmen is used to derive guidelines for anti-trust legislation. Instead of pricing, profitability, concentration ratios and other criteria used today to infer non-competitive behaviour, he suggests using a measure of a firm's relative rate of innovation to infer it. By extending the notion of rivalry to the political sphere, national and international, guidelines are derived to evaluate the performance of state-owned enterprises and to examine policies related to free trade.

Abstract

Professor Kenneth J. Arrow is one of the most distinguished economic theorists.
