Abstract

Le Glossaire des statistiques de transport a été publié pour la première fois en 1994 afin d'aider les pays membres dans la collecte de données sur le transport effectuée au moyen du Questionnaire commun mis au point par la CEE-ONU, le FIT et Eurostat. Depuis lors, il a évolué pour couvrir tous les domaines des statistiques de transport. Cette cinquième édition est le résultat de la bonne coopération entre ces trois organisations qui, grâce à un Groupe de travail intersecrétariat (IWG.Trans), poursuivent l'effort d'harmonisation des statistiques de transport aux niveaux européen et international. L'IWG a apporté une contribution appréciable en ce qui concerne les définitions manquantes, la terminologie désuète ainsi que les définitions qui nécessitaient une reformulation ou une clarification, une révision et une illustration. Cette nouvelle cinquième édition du Glossaire comprend 744 définitions et constitue un document de référence pour toutes les personnes concernées par les statistiques de transport. En suivant l'orientation exprimée dans ces définitions, il sera possible d'améliorer considérablement la qualité et la comparabilité des données.

Abstract

Railway transport generally has the advantage for large-volume, long-haul freight operations. Africa possesses significant railway assets. However, many rail lines are currently not operational because of the lack of maintenance. The paper recasts light on the impact of rail transportation on firm productivity, using micro data collected in Tanzania. To avoid the endogeneity problem, the instrumental variable technique is used to estimate the impact of rail transport. The paper shows that the overall impact of rail use on firm costs is significant despite that the rail unit rates are set lower when the shipping distance is longer. Rail transport is a cost-effective option for firms. However, the study finds that firms' inventory is costly. This is a disadvantage of using rail transport. Rail operations are unreliable, adding more inventory costs to firms. The implied elasticity of demand for transport services is estimated at ?1.01 to ?0.52, relatively high in absolute terms. This indicates the rail users' sensitivity to prices as well as severity of modal competition against truck transportation. The study also finds that firm location matters to the decision to use rail services. Proximity to rail infrastructure is important for firms to take advantage of rail benefits.

Abstract

April 1999 - In a bold effort to privatize Rio de Janeiro's urban transport sector, the state government showed that political decisiveness, transparency, and ingenuity in developing incentives are crucial to make loss-making operations attractive to the private sector. It also learned that not having a credible staff redundancy program might seriously undermine the benefits expected from concessions. Rebelo describes a bold effort by the state government to increase private sector participation in Rio de Janeiro's urban transport sector, reduce heavy operating subsidies, and establish a foundation for making the sector sustainable. This effort was undertaken with the help of three World Bank-financed loans: The Rio de Janeiro Metropolitan Transport loan, which provided assistance for the transfer of federally owned suburban railways to the state government; The Rio de Janeiro State Reform and Privatization Loan, which helped the state privatize and grant concessions for a number of its enterprises; The Rio de Janeiro Mass Transit Loan, which supported the reorganization of the sector and the concession of the Rio suburban railways (Flumitrens). Most of the reforms in the urban transport sector have been implemented. The lessons learned from implementation and the results obtained so far suggest that political decisiveness, transparency, and ingenuity in developing incentives are crucial to privatizing urban rail transport systems. But the state also learned that not having a credible staff redundancy program might seriously reduce the benefits expected from concessions. Abstract

This paper examines product market policies in Croatia by benchmarking them to OECD countries and highlighting how policies that are more conducive to competition would stimulate a more efficient allocation of resources and, in consequence, facilitate convergence to higher income levels. OECD indicators of overall regulation in product markets indicate that Croatias policies in 2007 were generally more restrictive of competition than were the policies in OECD countries. This is especially true for policies concerned with the degree of state control of the economy and with barriers to entrepreneurship. Regulatory obstacles to trade and foreign direct investment, by contrast, are in line with those of pre-accession European Union countries (Czech Republic, Hungary, Slovak Republic, and Poland in 2003, as well as Bulgaria and Romania in 2006), albeit well above the OECD average. Regulation of post, electricity, gas, telecoms, air, rail, and road transport, as estimated by the OECD energy transport and communication sectors indicator, is also less liberal than in the OECD, highlighting the positive knock-on effects for the rest of the economy that could derive from further liberalization of network industries.

Abstract

This book presents the first scholarly study of the contribution of canals to Britain's industrial revolution. Although the achievements of canal engineers remain central to popular understandings of industrialisation, historians have been surprisingly reticent to analyse the full scope of the connections between canals, transport and the first industrial revolution. Focusing on Manchester, Britain's major centre of both industrial and transport innovation, it shows that canals were at the heart of the self-styled Cottonopolis. Not only did canals move the key commodities of Manchester's industrial revolution - coal, corn, and cotton - but canal banks also provided the key sites for the factories that made Manchester the 'shock city' of the early Victorian age. This book will become essential reading for historians and students interested in the industrial revolution, transport, and the unique history of Manchester, the world's first industrial city.
