Abstract

As societies become increasingly digital, the importance of cyber security has grown significantly for individuals, companies, and nations. The rising number of cyber attacks surpasses the existing defense capabilities, partly due to a shortage of skilled cyber security professionals. This report delves into the analysis of the demand for cyber security experts in Latin America, using information from online job postings in Chile, Colombia, and Mexico. The analysis investigates recent trends in job demand for various cyber security roles, the geographical distribution of cyber security job postings, and the evolving skill requirements in this field. Additionally, the report focuses on the supply side by examining the landscape of cyber security education and training programmes in Colombia. It explores the different types of programmes offered in vocational and higher education, the characteristics of learners enrolled in these programmes, and their outcomes. Lastly, the report examines policies and initiatives implemented in Colombia to enhance the accessibility and relevance of cyber security education and training programmes. This report is part of a broader initiative that examines the evolution of policies and experiences in the cyber security profession around the world.

Abstract

The United Kingdom (U.K.) bank resolution and financial crisis readiness arrangements are sound but with opportunities for continued and accelerated enhancements. The U.K. authorities' individual and collective crisis readiness-including with other major jurisdictions-continues to improve. Mid-2022, all major U.K. banks and the authorities will issue the first public statements about these banks' resolvability. This is supported by a comprehensive special resolution regime (SRR) and resolvability assessment framework (RAF) for banks. Yet, there is space-and a need-to further enhance the SRR, including its application to central counterparties (CCPs), and to introduce one for insurance companies. Furthermore, elements of the deposit insurance system and firm-specific resolution decision-making should be strengthened, and implementation and reputation risk addressed.

Abstract

Persistent challenges: The multi-speed nature of the global economic recovery is testing the system, with strains already appearing in the form of large capital inflows to many emerging market countries and exchange rate pressures. At the same time, slow employment growth, high indebtedness, and remaining financial sector fragilities in some countries could yet derail a fragile recovery. Only cooperative approaches will succeed in relieving tensions and building a strong and sustainable recovery, based on a more balanced pattern of global growth.

Abstract

The purpose of the evaluation is to assess how relevant and effective the World Bank Group has been in its support for agrifood system development (AFSD) -that is, in developing more productive, inclusive, and sustainable farms and agribusiness firms. The evaluation finds that the Bank Group's interventions (FY 2010-20) were broadly relevant, although gaps remain in scaling up and better targeting support to countries that need it the most. Bank Group interventions were also effective overall in improving productivity, inclusion, and sustainability, but less so in LICs, particularly in West and Central Africa. World Bank interventions that focused on supporting production were less successful than interventions that combined production and market approaches. World Bank support for improving productivity was insufficiently diversified toward higher-value products that offer multiple benefits. IFC agribusiness investments faced challenges meeting environmental and social (E&S) standards, especially in LICs. IEG offers three recommendations to enhance Bank Group support for AFSD. (i) To enhance its effectiveness in developing agrifood systems, the World Bank Group's efforts to support production technologies should be complemented by efforts to improve market access, especially in LICs and in countries at the traditional stage of agrifood system development. These can be pursued through synergies in Bank Group interventions or with partners; (ii) To achieve more sustainable agrifood systems, where conditions permit, the World Bank Group should support production diversification to meet the growing demand for undersupplied high-value-added, nutritious products while ensuring that smallholder farmers and SMEs benefit from the diversification; and (iii) To enhance the contribution of IFC support for AFSD, IFC should pilot and adopt more effective ways to support clients to better meet E&S Performance Standards, especially in LICs.

Abstract

Indonesia can build on its impressive track-record of poverty reduction to tackle more ambitious poverty reduction targets. Indonesia has made impressive gains in reducing poverty, with previously lagging regions catching up, and the Government's goal to eliminate extreme poverty by 2024 practically met. As an aspiring upper middle-income country, however, Indonesia may want to widen its focus beyond extreme poverty by moving from the USs 1.90 2011 PPP poverty line to higher lines for middle-income countries. The focus should also include economically insecure households susceptible to falling back into poverty. Is Indonesia's current effort ready for this challenge Human capital outcomes are disappointing and worrying geographic disparities remain. Low productivity still prevents households from becoming economically secure. Shocks, including from climate change, continue to threaten reversal in poverty gains. In this report the authors identify several major pathways to tackle these challenges in a comprehensive and sustainable manner.
