Abstract

The consensus among scholars and policymakers that "institutions matter" for development has led inexorably to a conclusion that "history matters," since institutions clearly form and evolve over time. Unfortunately, however, the next logical step has not yet been taken, which is to recognize that historians (and not only economic historians) might also have useful and distinctive insights to offer. This paper endeavors to open and sustain a constructive dialogue between history - understood as both "the past" and "the discipline" - and development policy by (a) clarifying what the craft of historical scholarship entails, especially as it pertains to understanding causal mechanisms, contexts, and complex processes of institutional change; (b) providing examples of historical research that support, qualify, or challenge the most influential research (by economists and economic historians) in contemporary development policy; and (c) offering some general principles and specific implications that historians, on the basis of the distinctive content and method of their research, bring to development policy debates.

Abstract

This title explores how the adoption of new forms of private transport transformed inter-war suburban London. It shows how London's suburban middle classes used their newly found disposable income to enjoy driving, motorcycling and flying. It demonstrates that these new practices were welcomed by many, but met resistance to change from those who were dismayed by the accidents that resulted from increased mobility and the aesthetic and cultural changes that were the consequence of Americanization and suburban development.

Abstract

A review of the history of the United States from its colonial origins shows how Americas successful development has always been guided by two basic principles: representative democracy, and a proper division of power between national and subnational governments. The United States of America was established as an independent nation by a congress of delegates from 13 provincial assemblies, each of which consisted of representatives elected by their communities. Since colonial times, local democratic rights have attracted immigrants to help build new towns in the growing nation. Responsible local governments in America have had the power and the incentive to make local public investments for developing prosperous communities. Democratic competition in America has been strengthened by the ability of successful local leaders to become competitive candidates for higher offices. But in spite of Americas example, many nations since the French Revolution have instead been drawn to centralized democracy, as national elites may prefer to centralize power around themselves. Americas successful growth ultimately depended on its citizens basic understanding that their welfare and security were enhanced by a balanced federal division of power between their elected local governments and the higher sovereign government of their nation.

L'attention est portée sur ce qui peut éclairer l'évolution et le fonctionnement des institutions politiques, de l'Union européenne aux conflits sociaux, de la vie associative et culturelle aux médias et à l'enseignement, de l'immigration à l'environnement, etc. Fondé en 1959 par Jules Gérard-Libois, le Courrier hebdomadaire est aujourd'hui publié avec le soutien du Ministère de la Communauté française.
