Green budgeting is emerging at subnational levels as an important tool for regions and cities to use to align their expenditure and revenues with their green objectives, and enhance the transparency and accountability of their climate and environmental action. It is also a tool that subnational governments can use to prioritise low-carbon investments and identify funding gaps, as well as to mobilise additional sources of both private and public climate finance. In order for subnational governments to make full use of green budgeting however, more methodological, technical, and financial support is needed. This report presents a first stocktake of subnational green budgeting practices in OECD and EU countries as well as a set of guidelines for subnational governments to use in developing and launching a green budgeting practice. It is accompanied by two green budgeting case studies - one with the Region of Brittany (France) and one with the City of Venice (Italy) - and a self-assessment tool. The self-assessment tool allows regions and cities to measure their capacity to launch a green budgeting practice or strengthen an existing one, and is available on the OECD Subnational Government Climate Finance Hub as a downloadable Excel file.

Both regulation and public disclosure belong in the environmental regulators' arsenal. Strong, clear standards combined with a significant, credible penalty system send the right signals to the regulated community, which responds by lowering pollution emissions. The public disclosure of environmental performance also provides strong additional incentives to pollution control.

Le Mémento de l'environnement ambitionne d'être la porte d'entrée la plus accessible possible au droit de l'environnement applicable en Régions wallonne et bruxelloise. Dans la partie relative aux politiques sectorielles, sont présentés les cadres juridiques applicables à l'eau, à l'atmosphère et au climat, au sol (en ce compris la production d'énergie renouvelable à partir du sol), aux déchets, à l'environnement sonore et vibratoire, aux substances chimiques, à la radioactivité, aux antennes GSM et autres sources de radiations non ionisantes, aux éoliennes et à la protection de la nature (en ce compris les régimes applicables aux bois, forêts et haies).La dernière partie de l'ouvrage aborde certaines activités susceptibles de porter atteinte à l'environnement: l'élevage, les mines et carrières, les terrils et les activités de loisirs et sportives. Pour chaque thématique, le lecteur trouvera une présentation générale du cadre légal et réglementaire en vigueur, un choix de références jurisprudentielles récentes et pertinentes ainsi que des renvois vers les contributions doctrinales qui lui permettront d'approfondir sa recherche. The objective of this paper is to develop guidance for host countries on assessing and choosing their approach to participation in Cooperative Approaches of Article 6 of the Paris Agreement. The main audience is government officials in charge of Article 6 in potential host countries. Decisions on Article 6 engagement for host countries could happen on three levels: (i) High-level ("strategic"): the overall decision on whether to participate. This answers the question, "under what conditions would it be beneficial to participate in Article 6?"; (ii) Mid-level ("tactical"): the overall decision on how to participate. This would address key considerations for host countries once they have decided to participate in Article 6, both to minimize risks and to maximize opportunities (for example, using international versus domestic standards, bilateral versus multi-lateral cooperation, detailed approaches to minimizing overselling risks)?"; (iii) Low-level ("operational/technical"): the choices on implementing the various strategic and tactical decisions. This answers the question, "what specific tools, practices and steps are necessary to participate? (for example, choice of registry, detailed project cycle, requirements to ensure environmental integrity, options for reporting). This paper addresses the first two levels only, while the operational decisions will be addressed in other Article 6 Approach Papers and related guidance. After presenting some fundamental concepts related to Article 6 in section 2, sections 3 and 4 explain the considerations for the strategic and tactical decisions about participation in Article 6. Section 5 then focuses on the chronological process and steps to make these decisions. This paper builds on and references other Article 6 Approach Papers, Partnership for Market Readiness (PMR) work on developing Article 6 participation guidance for selected countries, and the experience of the Carbon Initiative for Development (Ci-Dev)'s Standardized Crediting Framework.
