This book is dealt with Mezard institution which seems to be characterized as a democratic institution at least apparently. In the real sense however, it lacks an inherently full-fledged democratic element. In fact it appears to encourage participation of the public in general, but excluding the youth and the women to participate throughout the process and in election of the elders who can handle the existing conflicts. Moreover, based on the study conducted in the area, this book indicates that the Mezard system is cost effective way of adjudicating cases.

These case studies complement the earlier groundbreaking work of Natural Disaster Hotspots: A Global Risk Analysis published in April 2005. Three case studies address specific hazards: landslides, storm surges and drought. An additional, three case studies address regional multi-hazard situations in Sri Lanka, the Tana River basin in Kenya, and the city of Caracas, Venezuela.

This paper seeks to document key characteristics of small island states in the Pacific. It restricts itself to a limited number of indicators which are macro-orientated - population, fertility of land, ability to tap into economies of scale, income, and geographic isolation. It leaves aside equally important but more micro-orientated variables and development indicators. We show that small island states in the Pacific are different from countries in other regional groupings in that they are extremely isolated and have limited scope to tap economies of scale due to small populations. They often have little arable land. There is empirical evidence to suggest that these factors are related to income growth.

Natural disasters can put severe strain on public finances, in particular in developing and small countries. But catastrophe insurance markets increasingly offer opportunities for the transfer of such risks. Thus far, developing countries have only tepidly begun to tap these opportunities. More frequent and intensive use of insurance markets may be desirable because it could help introduce an important element of predictability in the post-disaster public finances of disaster-prone developing countries. Against this background, the paper surveys the various available insurance modalities and reviews recent initiatives in developing and emerging market countries. It also identifies some key challenges for the insurance community, donors, and international financial institutions (IFIs).

This paper reviews the literature on the macroeconomic impact of natural disasters and presents the IMF’s role in assisting countries coping with natural catastrophes. Focusing on seven country cases, the paper describes the emergency financing, policy support, and technical assistance provided by the Fund to help governments put together a policy response or build a macro framework to lay the foundation for recovery and/or unlock other external financing. The literature and experience suggests there are ways to strengthen policy frameworks to increase resilience to natural disaster shocks, including identifying the risks and probability of natural disasters and integrating them more explicitly into macro frame-works, increasing flexibility within fiscal frameworks, and improving coordination amongst international partners ex post and ex ante.

Climate change is beginning to have effects on climate, weather and resource availability in ways that need to be anticipated when planning for the future. In particular, changes in rainfall patterns and temperature may impact the intensity or schedule of water availability. Also the retreat of tropical glaciers, the drying of unique Andean wetland ecosystems, as well as increased weather variability and weather extremes will affect water regulation. These changes have the potential to impact the energy and other sectors, such as agriculture, and could have broader economic effects.Anticipatin
