Abstract

Abstract

In the past eighty years, the Swedish university and higher education sector has undergone major changes. The conditions for conducting higher education and research have fundamentally changed. Universities and colleges have evolved from narrow elite institutions to educating large sections of the population and have increasingly attracted the interest of politics. They are located throughout the country and have gradually been assigned greater and greater resources and responsibilities. The majority of publicly funded research is currently conducted at the country's universities. At the same time, the sector's development has been characterized by considerable continuity. It is impossible to understand the structure of today's Swedish higher education landscape without taking into account the background and historical development of the universities and colleges. This report deals with developments in the period 1940-2020. The starting point is the state's reforms in higher education and research. It is both about broad, overarching reforms that affected large parts of the activities at universities and colleges in one context and about the continuous adaptation of regulations and systems. The purpose is to draw an overview of the development of the modern Swedish university. The report is primarily aimed at people working at universities and authorities, but also at politicians and people from the interested public who want to know more about the background to today's university and college system and why it looks the way it does. The report has been prepared by the University Chancellor's Office, as part of the mission to follow developments in Swedish higher education and research. The University Chancellor's Office also annually publishes up-to-date statistics on the Swedish university and a large number of reports on various themes.

Abstract

The acceleration of changes underlines the need to enhance our efforts to adapt education to the dynamics of the current economic situation and the issue of employment. In the framework of the circular economy, pedagogy, which is based on the educability of individuals, takes into consideration forms of educational planning to identify a long-lasting balance between economic prosperity, social wellness, and environmental development. The challenge of the future is the possibility of increasing youth employment; this calls for pedagogical expertise and organizational planning to ensure that everyone's development is authentic and holistic. To this end, the MSc Degree programme in Educational Planning and Human Resource Development offered by the Catholic University trains graduates to become professional figures with expertise in coordinating and managing the development of human resources (guidance, selection, personal services); the professional training and retraining of project managers in social and educational contexts for both academic and corporate spheres. The guiding vision behind the MSc in Educational Planning and Human Resource Development is fully in line with the Catholic University of the Sacred Heart's educational project, to support a culture of responsibility and creativity, entrepreneurism and collaboration, multi-disciplinary knowledge and skills, and scientific research for the purpose of holistic human development. Educational planning, in a period of socio-economic and social change, involving the whole planet in many respects, can relaunch an 'integral model of development', based on long-term wellbeing, technological innovation, 'human development', and the dignity of work.

Abstract

Universities and economic development in Africa presents the synthesis and includes the key findings of case studies of eight African countries and universities. The analysis and discussion presented in the book draw three main conclusions. First, there was a lack of clarity and agreement (pact) about a development model and the role of higher education in economic development, at both national and university levels, in all eight cases. There was, however, an increasing awareness, particularly at government level, of the importance of universities in the global context of the knowledge economy. Second, research production at the eight African universities was not strong enough to enable them to build on their traditional undergraduate teaching roles and make a sustained contribution to development via new knowledge production. A number of the universities had manageable student-staff ratios and adequately qualified staff, but inadequate funds for staff to engage in research. In addition, the incentive regimes did not support knowledge production. Third, in none of the countries in the sample was there a coordinated effort between government, external stakeholders and the university to systematically strengthen the contribution that the university can make to development. While at each of the universities there were exemplary development projects that connected strongly to external stakeholders and strengthened the academic core, the challenge remains how to increase the number of these projects. The study on which this book is based forms part of a larger study on higher education and economic development in Africa, undertaken by the Higher Education Research and Advocacy Network in Africa (HERANA). HERANA is coordinated by the Centre for Higher Education Transformation (CHET) in South Africa.
