"Memories before the State examines the discussions and debates surrounding the creation of the Place of Memory, Tolerance, and Social Inclusion (LUM), a national museum in Peru that memorializes the country's internal armed conflict of the 1980s and 1990s. Emerging from a German donation that the Peruvian government initially rejected, the Lima-based museum project experienced delays, leadership changes, and limited institutional support as planners and staff devised strategies that aligned the LUM with a new class of globalized memorial museums and responded to political realities of the country's postwar landscape. Through an ethnographic study of this museum-in-progress, including vivid portrayals of LUM workers and representatives from victims' organizations, human rights NGOs, and the Peruvian armed forces, the book analyzes forms of authority that emerge as an official institution seeks to incorporate and manage diverse perspectives on recent violence"--

Border culture emerges through the intersection and engagement of imagination, affinity and identity. It is evident wherever boundaries separate or sort people and their goods, ideas or other belongings. It is the vessel of engagement between countries and peoples-assuming many forms, exuding a variety of expressions, changing shapes-but border culture does not disappear once it is developed, and it may be visualized as a thread that runs throughout the process of globalization. Border culture is conveyed in imaginaries and productions that are linked to borderland identities constructed in the borderlands. These identities underlie the enforcement of control and resistance to power that also comprise border cultures. Canada's borders in globalization offer an opportunity to explore the interplay of borders and culture, identify the fundamental currents of border culture in motion, and establish an approach to understanding how border culture is placed and replaced in globalization. Colombia's headline story, about the peace process with guerrilla and its attendant controversies, does not consider the fundamental contradiction of a nation that spans generosity and violence, warmth and hatred--products of its particular pattern of invasion, dispossession, and enslavement. The Persistence of Violence fills that gap in understanding. Colombia is a place that is two countries in one--the ideal and the real--summed up in the idiomatic expression, not unique to Colombia, but particularly popular there, "Hecha la ley, hecha la trampa" (When you pass a law, you create a loophole). El informe presenta datos inéditos que recuperan la evolución interanual de los delitos de homicidios, tentativas de homicidios, lesiones y robos entre los años 2009-2012. Como se evidencia en la introducción, uno de los primeros obstáculos a la hora de construir un diagnóstico de mediano y largo plazo sobre la violencia y los delitos en la provincia de Buenos Aires se vincula a la inexistencia de datos comparables y confiables que permitan realizar afirmaciones tajantes sobre el aumento o disminución de ciertos fenómenos. La novedad de esta publicación es que avanza en la distribución territorial de esta secuencia histórica (2009-2012) discriminando por Departamento Judicial, calculando las tasas según las distintas poblaciones y analizando la evolución a lo largo de los cuatro años consignados. Trabajaremos con los datos sobre homicidios y muertes violentas, en los cuales la distancia entre delito ocurrido y delito denunciado es muy pequeña. También, haremos exploraciones sobre delitos poco trabajados en otras investigaciones como las tentativas de homicidio, lesiones y robos con armas de fuego, que serán utilizados como indicadores para explorar la territorialización de la violencia interpersonal y alumbrar nuevas hipótesis de trabajo. Algunas de las conclusiones centrales identifican el descenso de los homicidios dolosos entre 2008 y 2012 (último año relevado). Mientras la tasa de homicidios dolosos cada 100 mil habitantes en 2008 fue de 9,6 homicidios, en 2012 fue 7,6 homicidios. Este descenso se debe enmarcar en una línea descendente de mayor alcance que si bien no podemos contrastar con la misma certeza para los años previos al 2008, iniciaría en 2003, tras los picos de homicidios dolosos que se verificaron entre 2001 y 2002. Como contrapartida, se evidencia el aumento de algunos delitos que hemos seleccionado como indicadores de la violencia interpersonal. Por último, se destaca la gran desigualdad entre los indicadores de violencia que afectan a las distintas jurisdicciones territoriales en que se divide la provincia.
