Grounded on a series of first-hand interviews with Chinese government officials, this book examines China's accession to the World Trade Organization, providing an 'inside' look at Chinese WTO accession negotiations. Presenting a systematic political economy model in analyzing Beijing's decision-making mechanisms, the book argues that China's WTO policy making is a state-led, leadership driven, and top-down process. Feng explores how China's determined political elite partly bypassed and partly restructured a largely reluctant and resistant bureaucracy, under constant pressure from an increasingly globalized international system. By addressing China's accession to the WTO from a political analysis perspective, the book provides a theoretically informed and intriguing examination of China's foreign economic policy making regime. The book highlights contemporary debates relating to state and institutionalist theory and provides new and useful insights into a significant development of this century.

Abstract

This volume focuses on the issues involved in securing an internal common market within Canada. The first part addresses some underlying analytical issues. Why do barriers exist? Are federations likely to be characterized by more internal barriers than are unitary states? Part Two documents many of the impediments at both the provincial and federal level. An attempt is then made to quantify the costs of these impediments. Part Three presents a comparison of various types of barriers across different federalisms (i.e., labour mobility, tax harmonization, regional development strategies). The final part focuses on constitutional and other avenues that may be open to implement policies designed to increase harmonization of policies. The conclusion is devoted to establishing an agenda for future research. The papers included here were originally presented at a conference sponsored jointly by the Ontario Economic Council and the Canada-U.S. Law Institute.

Abstract

This book brings together the latest research findings from leading economists from India and abroad on ways to revive and sustain higher growth rates in India. Divided into five parts, the first part empirically examines the various factors that affect poverty and shows that growth is crucial to poverty reduction. The second part investigates the factors responsible for sustaining industrial growth including skill formation and innovation. Part III analyses the critical role of monetary policy and shows that it is not very effective in the presence of commodity price shocks and supply constraints. It explains why RBI could not effectively control inflation and why the government must play a crucial supporting role in controlling inflation. Part IV then analyses various supply constraints to growth including agriculture, energy security, social and physical infrastructure and discusses how to deal with them effectively. Part V analyses the labour and financial market policies.
