"The European codification project has gathered pace rapidly in recent times. This new book considers the codification project in light of a series of broader analytical frameworks - comparative, historical and constitutional - which make modern codification intelligible. This new reading renders the European codification project (currently being promoted through the common frame of reference and the optional sales law code proposal) vulnerable to constitutionally grounded criticism, traceable to normative considerations of private law authority and legitimacy. Leone Niglia reconstructs the European codification project as a complex structure of government-in-the-making that embodies a set of contingent worldviews, excludes alternatives, challenges the plurality of private laws and entrenches conflicts that pertain not only to form (codification, de-codification, recodification) but also to dilemmas implicated in determining the substantive orientation of European private law. The volume is the result of a one-year project of research and fieldwork. It is the outcome of the “European funds – a Sustainable Future for Umbria" (ESFU) project, co-financed by the European Commission with the "Support for information measures relating to the EU Cohesion policy” program. Communicating European Union opportunities are essential for the effectiveness of cohesion policy, which aims to promote and support the overall harmonious development of its Member States and regions. However, it is a difficult task when the advantages that want to be reached are so clear. Among these, the contribution of regions and local authorities together with stakeholders, beneficiaries and citizens can increase the possibility of development. While the lack of knowledge can impact the performance of cohesion policy and undermine territory opportunities (local authorities, entrepreneurs, third sector and other actors), determining a low level of participation effectively affects the impact of European regional development and the social fund. The proposal elaborated in this book tries to fill this gap, elaborating a method to facilitate the state of communication strategy at the regional level. Thanks to an interdisciplinary approach that combines knowledge from different disciplinary fields from the legal framework to communication. The volume analyses the actual scenario of the structural fund's communication in the Umbria region to put forward a final proposal to establish a Network on regional European funds, called “REFORE”. It should be a permanent mechanism for acquiring and disseminating information among potential recipients. The proposal thought for the Umbria context is replicable everywhere, shaping to a different environment.

This book examines the struggle of the European Union bureaucracy to maintain its autonomy in an increasingly complex institutional setting and adverse political environment. Using an original survey of nearly two hundred top European Commission officials, it shows that the Commission is a coherent organization that shares a common culture of supranationalism. The European Union's multicephalous structure of political authority limits the capacity of European politicians to curb the autonomy of the Commission but tends to undermine the legitimacy of the organization, which finds itself under persistent political attacks. These attacks inadvertently help the organization bolster its defenses against the external threats and trigger internal legitimation processes that reinforce the devotion of its employees to its institutional mission. The rich survey data show how Commission bureaucrats establish themselves as the 'custodians of Europe'. The book helps disentangle the complexity of the Commission and makes a contribution to the study of international bureaucracies, a topic that has received little attention.
