Si l'idée de faire participer la société aux discussions d'intérêt public n'est pas nouvelle, elle a acquis depuis quelques années une lisibilité particulière dans le débat politique et contribue, dans différents pays, à transformer sensiblement les pratiques de la démocratie. À cet égard, le budget participatif apparaît comme un cas emblématique et l'expérience menée sous l'égide du Parti des Travailleurs dans la ville brésilienne de Porto Alegre, dès la fin des années 1980, est devenue le symbole qu'une autre démocratie était peut-être possible. Depuis, la question du budget participatif a connu une vaste circulation internationale et fait l'objet de multiples appropriations et adaptations à l'échelle locale. En France, la ville de Saint-Denis fut l'une des premières à s'intéresser à ce projet et valorise désormais la participation de ses habitants aux discussions sur le budget municipal. Cet ouvrage explore donc les dynamiques du transfert du budget participatif entre la capitale du Rio Grande do Sul et la cité dyonisienne, en s'appuyant notamment sur la notion de paradiplomatie désignant l'action extérieure des gouvernements locaux. Au terme d'une vaste enquête, Osmany Porto de Oliveira met en valeur des données encore peu connues en matière de circulation transnationale des politiques publiques et décrypte les multiples enjeux de ce transfert original.

In the last decades, historians and art historians have created an active historiographical debate about one of the most fascinating and studied iconographic themes of the Middle Ages: the royal divine coronation. Indeed, in the specific case of some Ottonian and Salian illuminations, it has been proposed that their function was not only political or to legitimize power, as traditionally suggested (Herrscherbilder), but also liturgical and religious (Memorialbilder). This has led to a complete rethinking of the meaning of this iconographic theme: the divine coronation of the king would not symbolically allude to his earthly power but to the wholly devotional hope of receiving the crown of eternal life in the afterlife. If this academic debate has been concentrated, above all, on Ottonian and Salian royal images, this Special Issue of Arts would like to deal with this topic by stimulating the analysis of royal divine coronation and blessing scenes in religious and liturgical context (mosaics, frescos, or paintings placed in cathedrals or monastic churches and illuminations of liturgical texts) with a wider geographical and temporal setting; that is, the European and Mediterranean kingdoms in the period from the 12th to the 15th centuries.
