The idea of planning economy and engineering social life has often been linked with Communist regimes' will of control. However, the persuasion that social and economic processes could and should be regulated was by no means limited to them. Intense debates on these issues developed already during the First World War in Europe and became globalized during the World Economic crisis. During the Cold War, such discussions fuelled competition between two models of economic and social organisation but they also revealed the convergences and complementarities between them. This ambiguity, so often overlooked in histories of the Cold War, represents the central issue of the book organized around three axes. First, it highlights how know-how on planning circulated globally and were exchanged by looking at international platforms and organizations. The volume then closely examines specificities of planning ideas and projects in the Communist and Capitalist World. Finally, it explores East-West channels generated by exchanges around issues of planning which functioned irrespective of the Iron Curtain and were exported in developing countries. The volume thus contributes to two fields undergoing a process of profound reassessment: the history of modernisation and of the Cold War.

Ce Recueil réunit un choix d'études de Christian Dominicé, publiées dans divers ouvrages. Consacrées au droit international public, elles sont regroupées en quatre parties qui témoignent des principales orientations de sa pensée. La première partie, sous le titre Théorie générale du droit des gens, montre l'intérêt porté par l'auteur à l'analyse de l'ordre juridique international en sa qualité de systéme cohérent ainsi qu'à sa dimension éthique. Les textes figurant dans la deuxième partie concernent l'Organisation internationale. Ils sont principalement inspirés par l'activité déployée par le Conseil de sécurité des Nations Unies depuis la fin de la guerre froide. Au fil des analyses l'auteur souligne sans cesse l'obligation pour le Conseil de sécurité de respecter le droit, précisément parce que son rôle est important. La Responsabilité internationale, thème de la troisième partie, est une matière qui a constamment été au centre des intéréts scientifiques de l'auteur et dans laquelle il a apporté des éléments nouveaux à la réflexion. Enfin, l'ouvrage devait aussi montrer l'attention accordée par Christian Dominicé aux questions intéressant les relations extérieures de son pays. C'est l'objet de la quatrième partie sous le titre La Suisse et le droit international.

The European Social Model has been an integral part of the construction of the European Community and has been effective in stimulating its economic growth. This social dimension represents the soul of the European Union, and has been envied and adopted by other regions and countries in the world.Under the pressure of the 2008 financial crisis and the subsequent introduction of austerity measures across Europe, many countries have reformed basic elements of the model including social protection, pensions, public services, workers’ rights, quality of jobs, working conditions and social dialogue, often undermining social cohesion. The aviation community, in which the International Civil Aviation Organization (ICAO), the International Air Transport Association (IATA) and the Civil Air Navigation Services Organization (CANSO) play leading roles, is hard at work in bringing aviation into the 21st Century. In doing so, the United States and Europe have taken proactive steps forward in introducing modernization, particularly in moving towards more efficient air traffic management systems within NextGen and SESAR. Elsewhere, in the fields of personnel licensing, rules of the air, accident investigation and aeronautical charts and information, significant strides are being made in moving from mere regulation to implementation and assistance calculated to make all ICAO member States self sufficient in international civil aviation. However, these objectives can be achieved only if the aviation industry has a sustained understanding of the legal and regulatory principles applying to the various areas of air navigation. This book provides that discussion. Some of the subjects discussed in this book are: sovereignty in airspace; flight information and air defence identification zones; rules of the air; personnel licensing; meteorological services; operations of aircraft; air traffic services; accident and incident investigation; aerodromes; efficiency aspects of aviation and environmental protection; aeronautical charts and information; the carriage of dangerous goods; and NextGen and SESAR . Except for NextGen and SESAR, these subjects form the titles of the Annexes to the Chicago Convention that particularly involve the rights and liabilities of the key players involved in air navigation.
