La reforma de la Ley del Suelo de 1980 y el Texto Refundido de 1992 introducen la técnica de la reserva de suelo como mecanismo de apoyo a la vivienda protegida.En principio,se trata de una solución asociada la configuración de la vivienda protegida como tipología de uso que permite calificar terrenos con este destino La segregación de una parte del suelo para destinarlo a viviendas protegidas en cierta forma significaba entronizar directamente desde el mismo planeamiento urbanístico, operaciones de vivienda, como lo habían sido históricamente las ciudades satélites de casas baratas, los poblados dirigidos, y los Polígonos Residenciales del INV, que se han examinado La obra, pretende analizar cómo la norma urbanística de aplicación, busca garantizar un mínimo del uso residencial generado en cada programa de desarrollo urbanístico destinado a viviendas de protección pública. Por ello, no se trata ya, al menos únicamente, de una medida de calificación directa de la vivienda o del bien, sino una garantía abstracta dirigida a reequilibrar un descompensado mercado de la vivienda en relación con los países de nuestro entorno.

Abstract

This book contains the description and evaluation of a profound housing system reform constituting part of the transition from a centrally planned to a market economy in the Czech Republic. It addresses two goals: to evaluate housing subsidies (reforms) by application of improved methods of welfare economics and, secondly, to list the main factors explaining the particular outcomes of selected reforms. The author applied methods of welfare economics for an evaluation of housing subsidies in a scale unique in housing studies. The analysis of underlying factors influencing formation of housing reforms brought new findings about the essence of transition in post-socialist countries.

Bringing together a number of perspectives on the Japanese housing system, Housing and Social Transition in Japan provides a comprehensive, challenging and theoretically developed account of the dynamic role of the housing system during a period of unprecedented social and economic change in one of the most enigmatic social, political, and economic systems of the modern world. While Japan demonstrates many of the characteristics of some western housing and social systems, including mass homeownership and consumption-based lifestyles, extensive economic growth and rapid urban modernization has been achieved in balance with traditional social values and the maintenance of the family system. Helpfully divided into three sections, Housing and Social Transition in Japan: explores the dynamics of the development of the housing system in post-war Japan deals with social issues related to housing in terms of social aging, family relations, gender and inequality addresses the Japanese housing system and social change in relation to comparative and theoretical frameworks.
