Russia Rebounds analyzes Russia’s dramatic economic recovery since the country’s 1998 financial crisis, emphasizing macroeconomic issues and fiscal and banking sector reforms. The crisis was a massive shock to the system and a considerable surprise to both Russians and foreign investors, who a year before had come to think that the worst of the transition from a centrally planned to a market economy was over. Anders Åslund foresaw the collapse of the Soviet Union in his book Gorbachev's Struggle for Economic Reform (1989). He depicted the success of Russia's market transformation in How Russia Became a Market Economy (1995). After Russia's financial crisis of 1998, Åslund insisted that Russia had no choice but to adjust to the world market (Building Capitalism, 2001), though most observers declared the market economic experiment a failure. After the 1998 Russian economic crisis, there are new opportunities for sustained growth in many countries of the former Soviet Union. Against this backdrop, the authors of this book analyze the dynamics of macroeconomic and structural developments in Eastern Europe and Russia, with special attention paid to problems of international and national integration, "Dutch disease" and natural resource dependency, and distortions in institutional reforms. The analysis also sheds light on how these problems have implications for cooperation among OECD-countries. A critical focus is on institutional adjustment and learning, human capital formation, trade and foreign investment. The political economy challenges of stability and growth in the region are highlighted. New empirical findings and comparative policy analysis - including in the field of natural resource policy - are major elements in this publication.

The aim of this book is to analyse specific sets of macro and structural policies in selected Eastern European countries. The book includes studies on the major Western CIS (Commonwealth of Independent States) countries, Belarus, Russia and Ukraine, plus a set of cross-country and regional studies. The focus is on the link between sustained economic growth and macro and structural economic policies in the CIS countries where recovery lagged until recently. By analysing how government policy can affect the relevant variables and behavioural framework in an economy and how these countries can achieve stability and engage in micro-structural reforms for long-run growth, the book contributes importantly to the discussion about the economic prospects of the CIS countries.
