Abstract

Depuis quelques annees, en France, les gestionnaires de l'eau mettent and avant leur souhait de ne plus se contenter de cooking les flux d'eau et de pollutions qui s'ecoulent-dans les tuyaux-. Pour Miscellaneous raisons - protection des zones humides, pollutions diffuses, inondations, etc. - Ils pretender egalement orienter les usages des espaces. Cependant, la mise en en oeuvre de ce projet de gestion-spatiale-de l'eau les confronte inevitablement a d'autres filieres de gestion publique Deja and place (politique agricole, protection des milieux naturels, urbanism, etc.). Quelles conditions strategiques leur faut-il alors reunir pour esperer imposer leurs vues? Ce livre degage des elements de reponse a cette question, a partir d'une retrospective des rapports entre gestion de l'eau et gestion des espaces au cours de l'histoire, puis de l'analyzes fouillee de deux cas: la politique d'une agence de l'eau and Matiere de zones Humides et l'action publique face aux inondations and Vallee de l'Oise. Il souligne and private l'importance des enjeux et processus de justification a l'oeuvre, et degage les differentes conceptions de la nature que la gestion-spatiale-de l'eau doit concilier.

Abstract

We hopen dat de zeeën ons voedselprobleem zullen oplossen en we verwachten er dus erg veel van. Ze moeten ook de energietekorten aanvullen, minerale grondstoffen blijven leveren en dat terwijl wij ons afval erin blijven storten. Is onze hoop dan nog wel gegrond? Volgens de auteur gaat dat helemaal van onszelf afhangen. De zee is weliswaar niet de oplossing van alle grondstoffentekorten, maar ze kan er wel een flinke bijdrage toe leveren. Voorwaarde daartoe is wel dat we onze houding tov de zee veranderen, dat we er meer respect voor tonen, dat we ze verstandig gebruiken, kortom dat we ze leren beheren. Om duidelijk te maken wat er nu juist met dat beheer bedoeld wordt, worden de juiste gebruiken van de zee zoals de visserij, de ontginning van mineralen, de afvalverwijdering en de scheepvaart beschreven. Voor elk worden de omvang, de problemen en de gevolgen uitgelegd, zo wordt het duidelijk dat het steeds intensievere gebruik van de zee inderdaad leidt tot misbruik en conflicten. We moeten dringend de zee op een verstandige manier leren aanwenden! Geschreven voor zowel de leek als de specialist terzake, behandelt dit boek een uiterst boeiende en actualiteit.
