Abstract

With several empirical evidences, this book advocates on the importance of human capital of persons with disabilities and demands the paradigm shift from charity into investment approach. Society in general believes that people with disabilities cannot benefit from education, cannot participate in the labour market and cannot be contributing members to families and countries. To invalidate such assumptions, this book describes how education in particular helps make persons with disabilities achieve economic independence and social inclusion. For the first time, detailed analyses of returns to the investment in education and nexus between disability, education, employability and occupational options are discussed. Moreover, other chapters describe disability and poverty followed by the discussion of barriers behind why persons with disabilities are unable to obtain education despite the significantly higher returns. These foundational themes recur throughout the book.

Abstract

"Understanding Disability Throughout History explores seldom-heard voices from the past by studying the hidden lives of disabled people before the concept of disability existed culturally, socially and administratively. The book focuses on Iceland from the Age of Settlement, traditionally considered to have taken place from 874 to 930, until the 1936 Law on Social Security (Lög um almannatryggingar), which is the first time that disabled people were referenced in Iceland as a legal or administrative category. Data sources analysed in the project represent a broad range of materials that are not often featured in the study of disability, such as bone collections, medieval literature and census data from the early modern era, archaeological remains, historical archives, folktales and legends, personal narratives and museum displays. The ten chapters include contributions from multidisciplinary team of experts working in the fields of Disability Studies, History, Archaeology, Medieval Icelandic Literature, Folklore and Ethnology, Anthropology, Museum Studies, and Archival Sciences, along with a collection of post-doctoral and graduate students. Abstract

"Working futures" looks at the current effectiveness and future scope for enabling policy in the field of disability and employment. By addressing the current strengths and weaknesses of disability and employment policy, the book asks: Is the dichotomy of 'work for those who can and support for those who cannot' appropriate to the lives of disabled people? Does current and recent policy reduce or reinforce barriers to paid employment? What lessons from other welfare regimes can we draw on to further disabled peoples' working futures? The book is original in bringing together a wide range of policy insights to bear on the question of disabled peoples working futures. It includes analyses of recent policy initiatives as diverse as the Disability Discrimination Act 1995, Draft Disability Bill, the benefits system, New Deal for Disabled People, job retention policy, comparative disability policy, the role of the voluntary sector, and 'new policies for a new workplace'. Contributions from academics, NGOs, the OECD and the disabled peoples' movement bring multiple theoretical, professional and user perspectives to the debates at the heart of the book.
