This book offers an empirical comparison of Chinese and Indian international strategic behavior. It is the first study of its kind, filling an important gap in the literature on rising Indian and Chinese power and American interests in Asia. The book creates a framework for the systematic and objective assessment of Chinese and Indian strategic behavior in four areas: (1) strategic culture; (2) foreign policy and use of force; (3) military modernization (including defense spending, military doctrine and force modernization); and (4) economic strategies (including international trade and energy competition). The utility of democratic peace theory in predicting Chinese and Indian behavior is also examined. The findings challenge many assumptions underpinning Western expectations of China and India.

Depuis près de vingt ans, l’Inde a changé d’image : les réformes économiques engagées à compter de 1991 et les essais nucléaires de 1998 ont témoigné de sa volonté de s’affirmer comme une puissance émergente. Elle est désormais reconnue comme telle, y compris par la Chine. Après la longue césure de la colonisation et de la guerre froide, le retour de l’Inde dans un continent en mouvement dessine une nouvelle Asie, plus vaste, plus peuplée, plus complexe que la seule Asie orientale. Cette évolution fait naître de nouveaux équilibres sur un échiquier où jouent, entre autres acteurs, l’Inde, la Chine, le Japon, les États-Unis, et les voisins de l’Inde, ceux de l’Asie du Sud comme ceux du « voisinage étendu » qui court du Moyen-Orient à l’Asie du Sud-Est. India was the Soviet Union's most important trading partner among the less developed countries (LDCs) and the largest recipient of Soviet aid to non-socialist LDCs. Similarly the Soviet Union is one of India's largest trade partners. In this 1991 book, Santosh Mehrotra presents a comprehensive study of this trading relationship and the transfer of technology from the Soviet Union. He begins by outlining Indian economic strategy since the 1950s and the role of Soviet and East European technical assistance. Part II examines Soviet technological transfer to India since 1955. The final chapters analyse Indo-Soviet trade in the 1970s and 1980s, covering payment arrangements and bilateral trading.
