Abstract

Exceptionnel dans les relations internationales, le phénomène de l’administration d’une collectivité territoriale par une institution internationale a refait son apparition dans la pratique récente de l’ONU grâce à l’action du Conseil de sécurité au Kosovo et au Timor oriental. Ce procédé particulier, qui consiste pour l’ONU à se substituer à un État dans l’exercice des pouvoirs de gouvernement, soulève une série de problèmes juridiques. L’auteur étudie les deux sources de l’établissement de ce pouvoir de l'ONU d’administrer une collectivité territoriale à la place d’un État. La première, consensuelle, repose sur l’acceptation par l’ONU des pouvoirs de gouvernement que les parties intéressées ont librement décidé de lui confier dans le but de faciliter le règlement d’un problème politique. La seconde, unilatérale et plus radicale, s’inscrit dans le cadre du maintien de la paix et de la sécurité internationales : le Conseil de sécurité se substitue à un État en se passant de son consentement. Dans le cadre de cette administration, l’ONU se voit le plus souvent reconnaître formellement tous les pouvoirs d’ État à l’égard d’une collectivité territoriale qui lui reste étrangère. Cette institution ne saurait toutefois être assimilée purement et simplement à un État. L’exercice par l’ONU de son pouvoir d’administrer suscite dès lors une série de questions ayant trait à la portée exacte de ses attributions et aux limites à son activité « gouvernementale » que l’auteur analyse dans la deuxième partie de l’ouvrage.

Abstract

This book discusses the historical context, country experience, and best practices that led to eliminating infectious diseases from the WHO’s South-East Asia Region, such as malaria, lymphatic filariasis, yaws, trachoma, and mother-to-child HIV in the mid-twentieth and twenty-first century. The UN Sustainable Development Goals (3.3) targets to end AIDS, tuberculosis, malaria, and neglected tropical diseases and combat hepatitis, water-borne diseases and other communicable diseases by 2030. In this context, this book is of high significance to countries from the SEA region and around the globe. It helps create national strategies and action plans on infectious disease elimination and thus attaining SDG 3.3. This is an open access book.

Abstract

This book presents an overview study about plant biogeography and vegetation of the high mountains of Central and South-West Asia, by a group of specialists familiar with its area and plant growth and ecology. This book discusses its ecological and evolutionary drivers and also its conservation priorities. Central and South-West Asia is one of the most diverse areas in the northern hemisphere and several biodiversity hotspots are concentrated in this region. Most of the biodiversity hotspots are associated with high mountain ranges of the region. Moreover, these mountains have been immigration corridors for the Central Asian flora to reach Euro-Siberian and Mediterranean regions. Despite its importance, there is no overview publication to present the plant biogeography and vegetation of these mountains and most of the publications are local or rather imprecise.

Abstract

A presentation of 491 popular orchid species with 13 varieties and 3 natural hybrids in 51 genera with names beginning with A to E carefully detailed with beautiful photographs and concise descriptions of the plants, their distribution and habitats by a well-known author and photographer. Each genus is assigned a separate chapter. Coverage of the most commonly cultivated Asian species including their varieties and cultivars (e.g. in Bulbophyllum 82 species; Coelogyne 37 species; Dendrobium 210 species) is exhaustive. The orchids are photographed from their best perspective as individual blooms or entire inflorescences. Many species are also shown growing in their natural habitat. Representative hybrids are included to illustrate how some species have contributed to show-worthiness of various genera, their adaptation to a wider climate range, and easy cultivation. This book is a pleasure to view; simultaneously, an easy reference for the identification of orchid species and it provides a guide on how best to grow them.
