"After forty years of largely cooperative Sino-U.S. relations, policymakers, politicians, and pundits on both sides of the Pacific see growing tensions between the United States and China. Some go so far as to predict a future of conflict, driven by the inevitable rivalry between an established and a rising power, and urge their leaders to prepare now for a future showdown. Others argue that the deep economic interdependence between the two countries and the many areas of shared interests will lead to more collaborative relations in the coming decades.In this book, James Steinberg and Michael O'Hanlon stake out a third, less deterministic position. They argue that there are powerful domestic and international factors, especially in the military and security realms, that could well push the bilateral relationship toward an arms race and confrontation, even though both sides will be far worse off if such a future comes to pass. They contend that this pessimistic scenario can be confidently avoided only if China and the United States adopt deliberate policies designed to address the security dilemma that besets the relationship between a rising and an established power. Abstract

Avec la chute de l'URSS, le partenariat stratégique sino-américain s'est trouvé profondément remis en cause. La dissolution de l'adversaire commun rendait moins pressante la nécessité d'une coopération, et ce n'est que progressivement que la conscience partagée d'une interdépendance économique grandissante allait, dans une certaine mesure, prendre le relais. Ainsi, la fin de la guerre froide a ouvert la voie à un changement de la relation sino-américaine, les enjeux commerciaux et la question des droits de l'homme ne se trouvant plus systématiquement subordonnés à l'impératif géopolitique consistant pour Washington à ménager Pékin afin de renforcer sa position face à Moscou. Soumise à des impulsions plus nombreuses et plus souvent contradictoires, la politique chinoise des États-Unis apparaît donc plus volatile, et ce d'autant que l'ensemble des acteurs contribuant à sa définition s'est considérablement élargi. Du côté chinois, on observe aussi une relative décentralisation du processus décisionnel en matière de politique extérieure. De cette complexification découlent en partie les oscillations qui caractérisent les relations entre les États-Unis et la Chine aujourd'hui, relations dont l'imprévisibilité à court terme alimente des frustrations réciproques. Mélange étrange de fascination et de répulsion réciproque, la relation sino-américaine est unique et force chacun des deux acteurs à inventer une nouvelle politique étrangère. Le plan de l'ouvrage est mi-thématique, mi-chronologique. Dans une première partie, centrée sur les rapports interétatiques, après un rappel historique mettant en perspective la rupture des événements de 1989 (chap. 1), les étapes des relations sino-américaines sont retracées et leurs dynamiques identifiées à la fin du XXe siècle (chap. 2), avant d'aborder plus spécifiquement la question taïwanaise (chap. 3). La seconde partie, elle, est consacrée aux interactions entre les sociétés : flux de personnes (chap. 4), relations économiques et commerciales (chap. 5), échanges culturels (chap. 6) ou coopération pour favoriser la formation d'un État de droit en Chine (chap. 7).

Abstract

The United States and China are the two most important states in the international system and are crucial to the evolution of global order. Both recognize each other as vital players in a range of issues of global significance, including the use of force, macroeconomic policy, nonproliferation of nuclear weapons, climate change and financial regulation. In this book, Rosemary Foot and Andrew Walter, both experts in the fields of international relations and the East Asian region, explore the relationship of the two countries to these global order issues since 1945. They ask whether the behaviour of each country is consistent with global order norms, and which domestic and international factors shape this behaviour. They investigate how the bilateral relationship of the United States and China influences the stances that each country takes. This is a sophisticated analysis that adroitly engages the historical, theoretical and policy literature.

Abstract

During the eight years of George W. Bush’s presidency America’s grand strategy changed. The terrorist attacks of 9/11 profoundly altered America’s view of the world. But the manner of Bush’s response to the attacks is the subject of controversy and his major foreign policy decisions, especially the invasion of Iraq, are now considered to have been misjudged by the majority of Americans. Whether Bush will be ultimately judged a failure or not, it is likely that some of the main policies associated with his name will be pursued by his successor – be he Democrat or Republican. The European Union is the closest ally of the United States. The Europeans and the Americans are linked to each other by historical, economic and political ties like no other powers in the world. America’s foreign policy reflects on the Europeans too, in the sense that Europeans are often associated with America’s foreign policy in the eyes of the wider world. Indeed, the outside world often makes no distinction between the US and the EU, simply branding the two as ‘the West’. However, the vast majority of Europeans disapproved of Bush’s foreign policy, especially his decision to invade Iraq, and transatlantic relations consequently suffered during his presidency. The end of the Bush era creates an opportunity for a new departure and a renewed dialogue between the EU and the US. But European expectations of the change that the new president will bring about are often unrealistic. This paper gives an account of Bush’s legacy and its impact on the next US administration’s conduct of foreign policy. It examines the ideology and policies that have characterised Bush’s administration and maps out the likely future orientation of America’s foreign policy. The paper focuses on US relations with Iraq, Iran and China, as well as touching on Europe and Russia.
