Abstract

This Environment Monograph contains the report of the OECD Workshop on Environmental Hazard/Risk Assessment, which took place in London in May 1994. The Workshop was hosted by the Department of the Environment (DoE) of the United Kingdom. Work on hazard assessment in the OECD’s Chemicals Programme is closely related to the work on Test Guidelines, co-operative investigation of existing chemicals, and the Pesticide Programme. The objectives of hazard assessment activities are to promote awareness, improvement, and, to the extent possible, harmonization of hazard assessment procedures for chemicals (including pesticides) and to encourage mutual use and acceptance of hazard assessments in OECD and other countries. These activities include the development and compilation of practical methods and procedures; promotion of their application in conjunction with co-operative investigations of chemicals; and promotion of harmonization of assessment reports. In recent years, workshops have been held (and documents produced) on aquatic exposure assessment, initial assessment of occupational and consumer exposure, and data estimation methods.

Abstract

Europe's zero-pollution agenda should depart from an understanding of how the European citizens' bodies are polluted by synthetic chemicals and prioritize the reduction of the chemical body burden and associated health impacts. In this context, Human Biomonitoring (HBM) is an important and valuable tool for assessing the internal exposure of humans resulting from aggregated exposure to chemicals. Though many obstacles still hinder the use of HBM data, the growing availability of HBM data offers an opportunity for improving and refining Human Risk Assessment. This Special Issue intends to illustrate, using case studies, how HBM data could be used to better estimate internal exposure and resulting risks. Case studies on exposure from consumer products (cosmetic products, non-food products, etc.) or exposures via food or water in the general population or among workers contributed to better identifying the obstacles hindering a broader use of HBM data in RA. A better understanding of population exposure and the exposure of vulnerable groups against health-based human biomonitoring guidance values also provides the basis for effective risk management to reduce impacts on health. I would like to thank all the authors for submitting their original contributions to this Special Issue. "The successful governance of critical risks is a strategic investment in preserving economic competitiveness and sustainable growth and in ensuring safer and better lives for the future. Citizens and businesses expect governments to be prepared for a wide range of possible crises and global shocks. However, the increasing frequency of events previously believed impossible, and their significant economic impact, has often revealed significant governance gaps. This OECD report provides an overview of countries' progess in implementing the Recommendation of the Council on the Governance of Critical Risks, which were designed to better govern and manage complex national risks. Based on an OECD wide survey, the report evaluates the progress made by countries, seeking to evaluate the key challenges in institutional, policy, administrative and regulatory mechanisms, used to manage critical risks from a whole of government perspective. Abstract

Risk assessment is one of the main parts of complex systematic research of natural and man-made hazards and risks together with the concepts of risk analysis, risk management, acceptable risk, and risk reduction. It is considered as the process of making a recommendation on whether existing risks are acceptable and present risk control measures are adequate, and if they are not, whether alternative risk control measures are justified or will be implemented. Risk assessment incorporates the risk analysis and risk evaluation phases. Risk management is considered as the complete process of risk assessment, risk control, and risk reduction. The book reflects on the state-of-the-art problems and addresses the risk assessment to establish the criteria for ranking risk posed by different types of natural or man-made hazards and disasters, to quantify the impact that hazardous event or process has on population and structures, and to enhance the strategies for risk reduction and avoiding.

Abstract

Why is uncertainty so important to politics today? To explore the underlying reasons, issues and challenges, this book's chapters address finance and banking, insurance, technology regulation and critical infrastructures, as well as climate change, infectious disease responses, natural disasters, migration, crime and security and spirituality and religion. The book argues that uncertainties must be understood as complex constructions of knowledge, materiality, experience, embodiment and practice. Examining in particular how uncertainties are experienced in contexts of marginalisation and precarity, this book shows how sustainability and development are not just technical issues, but depend deeply on political values and choices. What burgeoning uncertainties require lies less in escalating efforts at control, but more in a new - more collective, mutualistic and convivial - politics of responsibility and care.
