Abstract

"An aging fleet of contracted fixed-wing airtankers and two fatal crashes in 2002 led the U.S. Forest Service to investigate how to recapitalize its fleet of airtankers. The Forest Service asked RAND for assistance in determining the composition of a fleet of airtankers, scoopers, and helicopters that would minimize the total social costs of wildfires, including the cost of large fires and aircraft costs. The research team developed two separate but complementary models to estimate the optimal social cost-minimizing portfolio of initial attack aircraft -- that is, aircraft that support on-the-ground firefighters in containing a potentially costly fire while it is still small. The National Model allocates aircraft at the national level, incorporating data on ten years of historical wildfires, and the Local Resources Model provides a more nuanced view of the effect of locally available firefighting resources, relying on resource allocation data from the Forest Service's Fire Program Analysis system. Both models favor a fleet mix dominated by water-carrying scoopers, with a niche role for retardant-carrying airtankers. Although scoopers require proximity to an accessible body of water, they have two advantages: shorter cycle times to drop water and lower cost. Two uncertainties could affect the overall optimal fleet size, however: future improvements in the dispatch of aircraft to fires and the value attributed to fighting already-large fires with aircraft."--P. It draws upon and combines insights from postcolonial studies, queer theory and black Atlantic diaspora studies in novel ways to examine the ways in which contemporary writers engage with the legacy of anthropological discourses of kinship, interrogate the connections between kinship and historiography, and imagine new forms of diasporic relationality and subjectivity. The novels considered here offer sustained meditations on the meaning of kinship and its role in diasporic cultures and communities; they represent diasporic kinship in the context and crosscurrents of both historical and contemporary forces, such as slavery, colonialism, migration, political struggles and artistic creation. They show how displacement and migration require and generate new forms and understandings of kinship, and how kinship may be used as an instrument of both political oppression and resistance. Finally, they demonstrate the importance of literature in imagining possibilities for alternative forms of relationality and in finding a language to express the meaning of those relations. This book thus suggests that an analysis of discourses and practices of kinship is essential to understanding diasporic modernity at the turn of the twenty-first century.

The Antioch Review, founded in 1941, is one of the oldest, continuously publishing quarterly literary magazines in America. It publishes fiction, essays, and poetry from both emerging and established authors. Authors published in the Review are consistently included in Best American anthologies and Pushcart Prizes. Review editor, Robert S. Fogarty, received the PEN/American Center lifetime achievement award in 2003.

Abstract

The rise of the field of law and economics has been extremely rapid over the last 25 years. Among important developments of the 1990s has been the founding of the American Law and Economics Association. The creation and rapid expansion of the ALEA and the creation of parallel associations in Europe, Latin America, and Canada attest to the growing acceptance of the economic perspective on law by judges, practitioners, and policy-makers. The Review is a refereed journal, published twice a year. It maintains the highest scholarly standards, and at the same time endeavours to publish international work that is accessible to the full range of membership in the ALEA, which includes practising lawyers, consulting economics and academic lawyers, and academic economists from around the world. The Review differs from other journals in the field in that it features book reviews and review essays. It also differs from other scholarly economic journals in particular, in that the Editors endeavour to make the material more easily accessible to non-academics.

Abstract

The US Qualified Intermediary (QI) and Foreign Account Tax Compliance Act (FATCA) regulations came into being in 2001 and 2010 respectively. They remain today the most challenging cross border tax regulations for financial institutions to comply with and operationalise. There is an increasing trend for financial institutions to become QIs while at the same time, the rules of the QI program become more complex and onerous. Equally, most NQIs have little idea that they are subject to these extra-territorial regulations. The US FATCA anti-tax evasion framework has also evolved through the development of intergovernmental agreements. These are complex and bilaterally jurisdiction specific as well as of multiple types. Most firms are struggling to understand the concepts and how FATCA rules overlap and are affected by QI rules. The original book on this subject by the author continues to be the only book able to explain these regulations in ways that allow financial institutions to understand their compliance obligations and take practical steps to meet them, by hearing about best practice. This second edition builds on the basic framework of the QI and FATCA frameworks by updating the text to encompass the changes that have occurred since the book’s original publication. This edition will also delete material that has become obsolete or was proposed by the IRS originally but never implemented.
