Abstract

La rapidité, la nature et le caractère incertain de l’évolution de la situation économique, sociale et politique de la Fédération de Russie continuent à poser d'immenses défis pour l’enseignement tertiaire et la recherche dans les universités, les écoles professionnelles de niveau supérieur et les instituts de l’Académie des Sciences. Ces défis appellent des stratégies de réformes afin d’élargir le champ des opportunités d’apprentissage dans l’enseignement tertiaire et d'accroître la qualité et l'étendue de la recherche, mais aussi afin que l’enseignement tertiaire et la recherche puissent alimenter la croissance économique et contribuer au bien-être social. Cet ouvrage s'appuie sur l’une des études les plus récentes, complètes et prospectives en la matière. L’examen proposé tient compte des structures spécifiques, des atouts et des traditions de l’enseignement tertiaire et de la recherche en Fédération de Russie. Il offre un ensemble d’orientations générales et de recommandations spécifiques pour les politiques concernant des questions clés telles que : l’accès, la qualité et les niveaux d’enseignement ; les nouvelles orientations permettant de diversifier et rendre accessible l’enseignement tertiaire ; la qualité de la recherche dans les établissements académiques et les instituts de recherche ; et les réformes dans la gestion, l’administration et le financement de l’enseignement et de la recherche. Abstract

Russia holds among the world’s largest resources of gas, oil and coal. Its liquids production has reached historical highs, yet major additional upstream investments and technology upgrades will be needed to sustain these levels in the long term. Since the IEA’s last review of Russia’s energy policies in 2002, the power sector has also liberalised considerably. However, the Russian economy remains largely inefficient, with twice as much energy used per GDP compared with IEA member countries. Ambitious energy efficiency policies have been introduced but have not led to significant improvements so far. At the same time, the electricity and district heating infrastructure is ageing and requires rapid investments. Russia’s overall energy sector would benefit considerably from a more competitive, market-oriented environment. While a number of policies aimed at modernising the energy sector and increasing its efficiency and sustainability are being developed or implemented, further reforms are needed. This review analyses the energy-policy challenges facing Russia and provides critiques and recommendations for further policy improvements.

Abstract

Russia's renewal since the collapse of Communism has proved extraordinarily disturbed, and was marked by escalating conflict between President Yeltsin and the Congress of People's Deputies inherited from the Soviet era. This culminated in insurrection and violence on the streets, and when the main rebels were given amnesty in February 1994, the situation remained as uncertain as ever. The contributors to this book analyse a Russia which is searching for its future amid a maelstrom of complex forces - political, economic, socio-cultural, and international. They examine each of these elements of Russia's situation and investigate the role that each may play in shaping Russia's fortunes into the twenty-first century. Their overall conclusion is that, whatever the exact shape of the future, it will be determined both by elements embedded over many generations, and the influence of seven decades of communist rule.

Abstract

This work studies the role of US media in presenting American values as principally different from and superior to those of Russia. The analysis focuses on the media's narratives, frames, and nature of criticism of the Russian side and is based on texts of editorials of selected mainstream newspapers in the United States and other media sources. The text identifies five media narratives of Russia - 'transition to democracy' (1991-1995), 'chaos' (1995-2005), 'neo-Soviet autocracy' (2005-2013), 'foreign enemy' (since 2014), and 'collusion' (since 2016) - each emerging in a particular context and supported by distinct frames.
