La complexité du développement urbain de Bruxelles s'ajoute à celle de la Belgique centrifuge, elle-même située au cœur d'une Europe divisée en vingt-sept nations. Au niveau urbanistique tout le centre de la Belgique est devenu une mégapole, marquée par une gouvernance multiple. La « Région de Bruxelles-Capitale » n'est que la partie centrale de cette mégapole, limitée à quelque 160 km2. Bruxelles, la Belgique et l'Europe, dirigé par Pierre Laconte, situe le phénomène bruxellois dans son contexte historique. L'ouvrage analyse son évolution actuelle vers un lieu d'accueil, toujours plus cosmopolite. Il décrit le potentiel des infrastructures de transport actuelles, ou en cours de réalisation, pour le développement urbain futur de la mégapole et les investissements immobiliers. Il émet des suggestions pour améliorer les liaisons entre Bruxelles, Luxembourg et Strasbourg, trois capitales dont le statut européen est aujourd'hui confirmé, et qui ont intérêt à joindre leurs efforts dans la concurrence avec les capitales de l'est européen. Le Quartier européen de Bruxelles, quant à lui, s'est vidé de ses habitants et transformé en quartier administratif. Celui-ci, et notamment le bâtiment du Berlaymont, ont attiré l'attention internationale sur la ville en tant que capitale politique de l'Europe. Mais le Quartier européen a également généré l'image de l'ennui bureaucratique, ignorant la richesse et la diversité culturelles des autres quartiers bruxellois. Les auteurs émettent des propositions réalistes détaillées pour donner une qualité nouvelle aux espaces publics de la ville, et en particulier à ceux du quartier européen en y encourageant la mixité des fonctions.
