Abstract

Lifelong Learning for All, the report emerging from the meeting of OECD Education Ministers signals their own commitment to advancing further this orientation in national education systems. Subsequent meetings of Labour and Social Affairs Ministers endorsed the relevance of a lifelong learning approach to address important aspects of labour and social policy issues. This report is the first country study organised in the form of an education policy review. It analyses the obstacles and challenges encountered thus far in adapting a lifelong learning approach to policy making in education and training from pre-school to adult education and retraining. Particular attention is given to education and the economy, regional development, new forms of distance education and financing.

Abstract

Entre 15 et 30 pour cent des enfants et des adolescents risquent d'échouer à l'école où les problèmes d'acquisition des connaissances et de comportement touchent des enfants de plus en plus jeunes. De nombreux pays, aux contextes politiques et culturels très différents, répondent à ces défis en renforçant la coordination des services éducatifs, sanitaires et sociaux, processus souvent amplifié par une participation plus large, qui s'étend aux entreprises et aux personnes âgées. C'est plus qu'un simple replâtrage des systèmes de prestation de services prévus par la loi. Les services actuels ne correspondent pas aux besoins. Notre vision de la famille et de ses besoins change, ainsi que l'équilibre entre les aspects préventifs et curatifs, et la façon dont les professionnels travaillent ensemble. Cet ouvrage retrace dans le détail l'évolution de ce processus dans sept pays de l'OCDE : Allemagne, Australie, Canada, Etats-Unis, Finlande, Pays-Bas et Portugal. Il étudie la transformation des systèmes dans l'optique des décideurs, des gestionnaires, des praticiens et des usagers. Il rend compte du cadre dans lequel s'inscrit cette évolution, met en lumière les mesures prises pour la favoriser et examine les réformes proprement dites ainsi que leurs conséquences. Se plaçant dans une large perspective, cet ouvrage couvre la période préscolaire, la scolarité et le passage à la vie active.

Abstract

Young people's situation and future prospects are of vital concern to us all. Many of them face high unemployment or joblessness and serious difficulties in getting a firm foothold into the labour market. Many leave school without the requisite skills or competences needed in today’s economy and society. Many are also experiencing falling relative (and sometimes real) wages and considerable uncertainty as to whether or not they will be able to settle into good careers. But at the same time, our ageing societies need, more than ever before, to harness the potential of all of our young people. This publication points the way to future initiatives to improve youth labour market and educational outcomes as identified by policy-makers and experts of OECD countries brought together at the Washington Conference "Preparing Youth for the 21st Century: The Policy Lessons from the Past Two Decades", held on 23-24 February 1999. To give the most comprehensive picture to date, it first puts today's challenges into a historical perspective by taking stock of two decades of policies for youth employment. But more substantially, this book provides insight into experiences and policy issues in the United States, as well as in Europe and Japan, with a stress on the special needs of disadvantaged youth.
