L'époque qui s'ouvre avec le 11 septembre pourrait combiner la brutalité et le primat de la puissance, qui caractérisaient la guerre froide, avec la fluidité, les incertitudes et les ambiguïtés de l'après-guerre froide. Des trois combinaisons historiques, celle de la division et de la dissuasion (guerre froide), celle de la guerre civile et de l'intervention internationale (les années 1990), celle de la terreur et de l'empire (l'après-11 septembre 2001), la dernière est sans doute la plus instable et, peut-être, la plus dangereuse.Le précédent tome de La Violence et la Paix retraçait le basculement du monde bipolaire dans l'ère de l'après-guerre froide. La Terreur et l'Empire prolonge cette réflexion et donne la mesure des mutations actuelles en proposant un double éclairage. Le premier revient sur la scène tragique des évènements et les logiques de ses acteurs (sociétés, États, systèmes inter- ou supranationaux). Le second introduit le lecteur dans les débats intellectuels contemporains (de Fukuyama à Kagan) et dans un dialogue avec les grands philosophes (de Thucydide à Nietzsche en passant par Hobbes et Kant). Ce double éclairage permet de comprendre le glissement de la « dialectique du bourgeois et du barbare » vers une véritable « géopolitique des passions ».

This book takes a powerful new approach to a question central to comparative politics and economics: Why do some leaders of fragile democracies attain political success when pursuing drastic, painful economic reforms while others see their political careers implode? Kurt Weyland examines the surprising willingness of presidents in four Latin American countries to enact daring reforms and the unexpected resultant popular support. He argues that only using the insights of prospect theory to understand how leaders understand the gains and losses from reform can one fully account for the twists and turns of politics and economic policy in Argentina, Brazil, Peru, and Venezuela during the 1980s and 1990s.

Cultural Realism is an in-depth study of premodern Chinese strategic thought that has important implications for contemporary international relations theory. In applying a Western theoretical debate to China, Iain Johnston advances rigorous procedures for testing for the existence and influence of "strategic culture." Johnston sets out to answer two empirical questions. Is there a substantively consistent and temporally persistent Chinese strategic culture? If so, to what extent has it influenced China's approaches to security? The focus of his study is the Ming dynasty's grand strategy against the Mongols (1368-1644). First Johnston examines ancient military texts as sources of Chinese strategic culture, using cognitive mapping, symbolic analysis and congruence tests to determine whether there is a consistent grand strategic preference ranking across texts that constitutes a single strategic culture. Then he applies similar techniques to determine the effect of the strategic culture on the strategic preferences of the Ming decision makers. Finally, he assesses the effect of these preferences on Ming policies towards the Mongol "threat." The findings of this book challenge dominant interpretations of traditional Chinese strategic thought. They suggest also that the roots of realpolitik are ideational and not predominantly structural. The results lead to the surprising conclusion that there may be, in fact, fewer cross-national differences in strategic culture than proponents of the "strategic culture" approach think.
