Coercion--the use of threatened force to induce an adversary to change its behavior--is a critical function of the U.S. military. U.S. forces have recently fought in the Balkans, the Persian Gulf, and the Horn of Africa to compel recalcitrant regimes and warlords to stop repression, abandon weapons programs, permit humanitarian relief, and otherwise modify their actions. Yet despite its overwhelming military might, the United States often fails to coerce successfully. This report examines the phenomenon of coercion and how air power can contribute to its success. Three factors increase the lik

Sensing of Deadly Toxic Chemical Warfare Agents, Nerve Agent Simulants, and their Toxicological Aspects provides a general overview of the development and performance of different novel molecular frameworks as potent vehicles for sensing Chemical Weapons (CWs). The chapters are contributed by leading researchers in the areas of materials science, medical science, chemical science, and nanotechnology from industries, academics, government and private research institutions across the globe. It covers cover topics such as inorganic nanocomposites, hyperbranched polymers, and graphene heterojunctions for effective sensing of CW agents.

In the past two decades, the U.S. Air Force has participated in three contingencies involving no-fly zones (NFZs) over Bosnia, Iraq, and Libya, and NFZ proposals have been proffered for some time as an option for intervention in the Syrian civil war that would avoid placing Western troops on the ground. This paper is intended as a preliminary look at NFZs as a strategic approach in such situations, with an emphasis on the forms they might take, their potential utility, and their probable limitations.

This report documents the exceptional cross-service harmony that the U.S. Air Force and U.S. Navy have steadily developed in their conduct of integrated strike operations since the first Persian Gulf War in 1991. That close harmony contrasts sharply with the situation that prevailed throughout most of the Cold War, when the two services maintained separate and unique operating mindsets and lacked any significant interoperability features. The most influential factor accounting for this gradual trend toward integration was the nation's ten-year experience with Operations Northern and Southern W

This monograph analyzes published Chinese and Western sources about current and future capabilities and employment concepts of the People's Liberation Army Air Force (PLAAF). It describes how those capabilities and concepts might be realized in a conflict over Taiwan, assesses the implications of China implementing them, and provides recommendations about actions that should be taken in response.

The Blitz Companion offers a unique overview of a century of aerial warfare, its impact on cities and the people who lived in them. It tells the story of aerial warfare from the earliest bombing raids and in World War 1 through to the London Blitz and Allied bombings of Europe and Japan. These are compared with more recent American air campaigns over Cambodia and Vietnam in the 1960s and 1970s, the NATO bombings during the Balkan Wars of the 1990s and subsequent bombings in the aftermath of 9/11. Beginning with the premonitions and predictions of air warfare and its terrible consequences, the book focuses on air raids precautions, evacuation and preparations for total war, and resilience, both of citizens and of cities. The legacies of air raids, from reconstruction to commemoration, are also discussed. While a key theme of the book is the futility of many air campaigns, care is taken to situate them in their historical context. The Blitz Companion also includes a guide to documentary and visual resources for students and general readers. Uniquely accessible, comparative and broad in scope this book draws key conclusions about civilian experience in the twentieth century and what these might mean for military engagement and civil reconstruction processes once conflicts have been resolved.

Responds to Senate?s concerns that further consolidation in the military-aircraft industry from its current three prime contractors would pose risks to innovation and cost through limited or no competition in contracting for military aircraft and related weapon systems for the Defense Department. Describes that industry, evaluates what is required to maintain the industry at a high level of innovation, assesses industry?s prospects for innovation and competition, and identifies policy options open to the DoD.
