Vague because most policymakers and experts do not define cyber stability when they use the concept. Contested because they propose measures that rely - often implicitly - on divergent understandings of cyber stability. This volume is a thorough investigation of instability within cyberspace and of cyberspace itself. Its purpose is to reconceptualise stability and instability for cyberspace, highlight their various dimensions and thereby identify relevant policy measures. This book critically examines both 'classic' notions associated with stability - for example, whether cyber operations can lead to unwanted escalation - as well as topics that have so far not been addressed in the existing cyber literature, such as the application of a decolonial lens to investigate Euro-American conceptualisations of stability in cyberspace.

"Just War scholarship has adapted to contemporary crises and situations. But its adaptation has spurned debate and conversation--a method and means of pushing its thinking forward. Now the Just War tradition risks becoming marginalized. This concern may seem out of place as Just War literature is proliferating, yet this literature remains welded to traditional conceptualizations of Just War. Caron E. Gentry and Amy E. Eckert argue that the tradition needs to be updated to deal with substate actors within the realm of legitimate authority, private military companies, and the questionable moral difference between the use of conventional and nuclear weapons. Additionally, as recent policy makers and scholars have tried to make the Just War criteria legalistic, they have weakened the tradition's ability to draw from and adjust to its contemporaneous setting. The essays in The Future of Just War seek to reorient the tradition around its core concerns of preventing the unjust use of force by states and limiting the harm inflicted on vulnerable populations such as civilian noncombatants. The pursuit of these challenges involves both a reclaiming of traditional Just War principles from those who would push it toward greater permissiveness with respect to war, as well as the application of Just War principles to emerging issues, such as the growing use of robotics in war or the privatization of force. For decades, free trade was advocated as the vehicle for peace, prosperity, and democracy in an increasingly globalized market. More recently, the proliferation of foreign direct investment has raised questions about its impact upon local economies and politics. Here, seven scholars bring together their wide-ranging expertise to investigate the factors that determine the attractiveness of a locale to investors and the extent of their political power. Multinational corporations prefer to invest where legal and political institutions support the rule of law, protections for property rights, and democratic processes. Corporate influence on local institutions, in turn, depends upon the relative power of other players and the types of policies at issue.

"By the end of the twentieth century, sub-Saharan Africa had experienced twenty-five years of economic and political disaster. While 'economic miracles' in China and India raised hundreds of millions from extreme poverty, Africa seemed to have been overtaken by violent conflict and mass destitution, and ranked lowest in the world in just about every economic and social indicator. Working in Busia, a small Kenyan border town, economist Edward Miguel began to notice something different starting in 1997: modest but steady economic progress, with new construction projects, flower markets, shops, and ubiquitous cell phones. In "Africa's Turn?" Miguel tracks a decade of comparably hopeful economic trends throughout sub-Saharan Africa and suggests that we may be seeing a turnaround. He bases his hopes on a range of recent changes: democracy is finally taking root in many countries; China's successes have fueled large-scale investment in Africa; and rising commodity prices have helped as well. Miguel warns, though, that the growth is fragile. This book explores how nationalism and multilateralism transform international society and global governance. It does so by comparing the governance model of the EU - a constitutionalised and increasingly polycentric form of multilateralism - with Northeast Asia. There nationalist administrations have resisted multilateral commitments and are locked into rivalries instead of pursuing a regional project. Both Europe and Northeast Asia can be seen as success stories of the late 20th/ early 21st centuries, but by having followed different approaches to international governance. The book traces these two trajectories through critical junctures in history to how both regions have dealt with the contemporary challenges of the financial crisis and climate change. During the financial crisis, Europe's multilateral economic and monetary architecture revealed profound weaknesses whilst national policies allowed much of Northeast Asia to escape the worst of it. On climate change the European Union (EU) has developed effort-sharing governance models to reduce emissions, while Northeast Asian countries are relying on greening national industrial policy. The book argues that global governance has to find the balance between multilateralism and nationalism in order to find collaborative approaches to global challenges. This book provides a fresh take on the EU and on Northeast Asia and develops innovative concepts of international society and polycentric governance. Thus, it will be of considerable interest to researchers and students of global governance, international relations, EU and Asia Studies.

As we face new challenges from climate change and the rise of populism in Western politics and beyond, there is little doubt that we are entering a new configuration of world politics. Driven by nostalgia for past certainties or fear of what is coming next, references to normalcy have been creeping into political discourse, with people either vying for a return to a past normalcy or coping with the new normal. This book traces main discourses and practices associated with normalcy in world politics. Visoka and Lemay-Hébert mostly focus on how dominant states and international organizations try to manage global affairs through imposing normalcy over fragile states, restoring normalcy over disaster-affected states, and accepting normalcy over suppressive states. They show how discourses and practices come together in constituting normalization interventions and how in turn they play in shaping the dynamics of continuity and change in world politics.

The volume foregrounds attempts to develop legal rationales for the continued waging of war after 1945 by moving beyond explaining the end of war as a legal institution, and toward understanding the attempted institutionalization of endless war.
