The Children and Youth Welfare Report 2018, comprehensively describes the current situation and the more recent development of child and youth welfare in Germany. It is based on the data of the official child and youth welfare statistics. For the first time, child and youth welfare is presented and analysed on the basis of indicators. The report provides a quick and reliable overview of central fields of work and important areas of responsibility. Der Kinder- und Jugendhilfereport 2018, die zentrale Publikation der Dortmunder Arbeitsstelle Kinder- und Jugendhilfestatistik, beschreibt umfassend die aktuelle Situation und die neuere Entwicklung der Kinder- und Jugendhilfe. Grundlage sind die Daten der amtlichen Kinder- und Jugendhilfestatistik. Erstmals wird die Kinder- und Jugendhilfe auf der Basis von Indikatoren dargestellt und analysiert. Der Report ermöglicht einen schnellen und zuverlässigen Überblick über zentrale Arbeitsfelder und wichtige Aufgabengebiete. Der aktuelle politische Diskurs um eine "Weiterentwicklung und Steuerung der Kinder- und Jugendhilfe" versucht, die Ambulante Hilfe zur Erziehung zu diskreditieren und zurückzudrängen. Das vorliegende "Plädoyer" mischt sich fachlich und politisch in diese Auseinandersetzung ein. Dabei leisten die AutorInnen eine kritische Einschätzung der gegenwärtigen Lage der Kinder- und Jugendhilfe und insbesondere der Hilfen zur Erziehung und zeichnen den Prozess der Auseinandersetzung um die "Weiterentwicklung und Steuerung der Hilfen zur Erziehung" nach. Anhand der ausführlichen Darstellung und Analyse der beiden grundsätzlichen Handlungsansätze in der Sozialen Arbeit (Soziale Arbeit im und mit dem Sozialraum einerseits und Einzelfallarbeit, u.a. Hilfen zur Erziehung andererseits) befasst sie sich mit der Frage, ob die von der Politik behauptete Kontroverse zwischen den beiden Handlungsansätzen fachlich gerechtfertigt ist. In diesem Kontext werden die beiden Handlungsansätze in ihrer Geschichte und Entwicklung und in ihren unterschiedlichen Konzeptionen dargestellt. Dabei ergibt sich außer einem klaren Plädoyer für die Erhaltung und konsequent fachliche Gestaltung der Hilfen zur Erziehung im Rahmen der Lebensweltorientierung die Erkenntnis, dass Soziale Arbeit generell - und insbesondere in Zeiten einer Neoliberalisierung des Sozialen - einer Individualisierungsgefahr unterliegt. Andererseits ist es aber innerhalb beider Ansätze auch heute möglich, diese Tendenz abzuwehren und als kritische Kraft dieser Gesellschaft zu wirken. Dieses Buch enthält neben der fachlichen, ideologischen und politischen Auseinandersetzung mit den neuen Steuerungsabsichten der Politik gegenüber den Hilfen zur Erziehung ausführliche Darstellungen bzw. Diskussionen zu verschiedenen Einzelthemen, u.a.: • Fachliche Merkmale, Handlungsorientierungen und Prozessgestaltung der Handlungsansätze "Ambulante Einzelfallhilfe" und "Arbeit in und mit dem Sozialraum" (8.4 und 9.3, 9.4) • Welche Anteile hat die Soziale Arbeit selbst an ihrem z.T. unprofessionellen Zustand? (Kap 4.4) • Darstellung und Auseinandersetzung mit dem Konzept "Sozialraumorientierung" (8.5) • Individualisierung: Was ist das? Wie kann man sie vermeiden? (Kap. 8) The current political discourse on the "further development and control of child and youth welfare" attempts to discredit and repress outpatient help for upbringing. The present "plea" interferes professionally and politically in this debate. The authors provide a critical assessment of the current situation of child and youth welfare and in particular of educational assistance and trace the process of the debate on the "further development and control of educational assistance". On the basis of detailed description and analysis of the two basic approaches to action in social work (social work in and with the social space on the one hand and individual casework, e.g. educational assistance, on the other), it deals with the question of whether the controversy alleged by politicians between the two approaches to action is technically justified. In this context, the two approaches to action are presented in their history and development and in their different conceptions. In addition to a clear plea for the preservation and consistently professional design of educational assistance in the context of life-world orientation, this also leads to the realisation that social work in general - and especially in times of neo-liberalisation of the social - is subject to the risk of individualisation. On the other hand, within both approaches it is also possible today to fend off this tendency and to act as a critical force in this society. In addition to the technical, ideological and political examination of the new control intentions of politics vis-à-vis aid for education, this book contains detailed descriptions and discussions on various individual topics, among others: - Technical characteristics, action orientations and process design of the action approaches "Outpatient individual case assistance" and "Work in and with the social space" (8.4 and 9.3, 9.4) - What shares does social work itself have in its partly unprofessional state? (Section 4.4) - Presentation and discussion of the concept of "social space orientation" (8.5) - Individualisation: What is this? How can it be avoided? (Chapter 8) Dabei leisten die Autoren eine kritische Einschätzung der gegenwärtigen Lage der Kinder-und Jugendhilfe und insbesondere der Hilfen zur Erziehung und zeichnen den Prozess der Auseinandersetzung um die Weiterentwicklung und Steuerung der Hilfen zur Erziehung nach. Demographic and societal changes are strongly affecting the contexts of childhood and the experience of being children. At the same time, across social groups and across societies, diversities and inequalities in childhood are taking new forms. In the developed world, in particular, children their number, their welfare, their education, the division of power and responsibilities over them among the different social actors have entered the public agenda, at the national and supranational level. Public concern over issues such as fertility rates, mothers working, early childhood education and care as well as solemn international declarations of children's rights are examples of the ongoing politicization of childhood. Drawing both on micro and macro, national and comparative studies, this volume of "Comparative Social Research" traces some of the trends and analyzes in comparative perspective how they affect images and practices of childhood and transforms responsibilities for children. The volume's focus is mainly on children in the developed countries, but attention is also paid to transnational diversities and to the impact of globalisation through the experiences of migrant children and of children living through the processes of modernization in the developing world.
