De verhouding tussen de Europese Unie en haar lidstaten is erg complex en uit zich onder meer in de verplichting voor de lidstaten om Europese regelgeving tijdig en correct om te zetten. Dit blijkt echter een moeilijke opgave te zijn voor vele landen. Ondanks de pro-Europese consensus behoort ook België niet tot de beste leerlingen van de klas. Deze studie gaat op zoek naar de oorzaken van de soms moeizame Belgische implementatie. Door middel van een vergelijking met vier andere lidstaten (Nederland, Denemarken, Duitsland en Oostenrijk) worden strategieën gesuggereerd om de Belgische aanpak te verbeteren, zowel met betrekking tot de voorbereiding van de Europese onderhandelingen als met betrekking tot de omzetting van de Europese regelgeving. Centraal daarbij staat de stelling dat niet allen de coördinatiestructuren moeten geoptimaliseerd worden, maar dat er vooral moet gewerkt worden aan een Europese bewustmaking van alle actoren (politici én ambtenaren op federaal én regionaal nievau) die betrokken zijn bij het Belgische Europese beleid.
