Abstract

Through an examination of the creation of the first linguistically organized province in India, Odisha, Pritipuspa Mishra explores the ways regional languages came to serve as the most acceptable registers of difference in post-colonial India. She argues that rather than disrupting the rise and spread of All-India nationalism, regional linguistic nationalism enabled and deepened the reach of nationalism in provincial India. Yet this positive narrative of the resolution of Indian multilingualism ignores the cost of linguistic division. Examining the case of the Adivasis of Odisha, Mishra shows how regional languages in India have come to occupy a curiously hegemonic position. Her study pushes us to rethink our understanding of the vernacular in India as a powerless medium and acknowledges the institutional power of language, contributing to global debates about linguistic justice and the governance of multilingualism. "With forty-two extensively annotated maps, this atlas offers novel insights into the history and mechanics of how Central Europe's languages have been made, unmade, and deployed for political action. The innovative combination of linguistics, history, and cartography makes a wealth of hard-to-reach knowledge readily available to both specialist and general readers. It combines information on languages, dialects, alphabets, religions, mass violence, or migrations over an extended period of time. The story first focuses on Central Europe's dialect continua, the emergence of states, and the spread of writing technology from the tenth century onward. Most maps concentrate on the last two centuries. The main storyline opens with the emergence of the Western European concept of the nation, in accord with which the ethnolinguistic nation-states of Italy and Germany were founded. In the Central European view, a "proper" nation is none other than the speech community of a single language. The Atlas aspires to help users make the intellectual leap of perceiving languages as products of human history and part of culture. Learn more at www.luminosoa.org.Language, Nation, Race explores the various language reforms at the onset of Japanese modernity, a time when ";national language"; (kokugo) was produced in order to standardize the Japanese language. Faced with the threat of Western colonialism, Meiji intellectuals proposed various reforms to standardize the Japanese language in order to quickly educate the illiterate masses with the new forms of Western knowledge. This book liberates these language reforms from the predetermined category of the ";nation,"; for such a notion had yet to exist as a clear telos to which the reforms aspired. Atsuko Ueda draws on, while critically intervening in, the vast scholarship of language reform that arose in the 1990s and that engaged with numerous works of postcolonial and cultural studies. She examines the first two decades of the Meiji period, with specific focus on the issue of race, contending that no analysis of imperialism or nationalism is possible without it.

Abstract

This study analyses, in a sociolinguistic approach, the speeches on the language of the Jura autonomist movement during the twenty hottest years of the struggle for the creation of the 23rd Swiss canton. It explores the hypothesis that the language ideologies present in this discourse participated in the construction of the identity of the separatist Jurassians as a French-speaking linguistic minority endangered under the tutelage of the canton of Bern with a German-speaking majority. A varied corpus has been analysed, consisting mainly of the autonomist weekly Le Jura Libre, of the publications of the Rassemblement jurassien (RJ) and of its members and of archival documents. The Jura case shows once again that language ideologies are not so much about language as about society, classifying French speakers and bilinguals, creating an impermeable symbolic border between Bernese and Jurassians. Sharing these ideologies with other minorities, the RJ amplifies very traditional received ideas on bilingualism, the excellence of French, Germanization or linguistic determinism that it reinterprets and directs in a direction allowing it to make French a symbolic weapon. This linguistic position is pushed to its climax until it becomes a real posture of political combat in the context of the Jura Question. Abstract

This open access book is a novel contribution in two ways: It is a multi-disciplinary examination of the indigenous South Saami people in Fennoscandia, a social and cultural group that often is overlooked as it is a minority within the Saami minority. Based on both historical material such as archaeological evidence, 20th century newspapers, and postcard motives as well as current sources such as ongoing land-right trials and recent works of historiography, the articles highlight the culture and living conditions of this indigenous group, mapping the negotiations of different identities through the interaction of Saami and non-Saami people through the ages. By illuminating this under-researched field, the volume also enriches the more general debate on global indigenous history, and sheds light on the construction of a Scandinavian identity and the limits of the welfare state and the myth of heterogeneity and equality.

Abstract

Finland and Lithuania stand for different ways of dealing with societal multilingualism and minority issues. However, in recent years, questions of language policy had been discussed more controversially in both countries. Thus our detailed surveys on Finland and Lithuania focused on how different population groups think about the lingual situation there. This publication presents the researchers’ results from between 2014 and 2016 regarding the attitudes towards the minority and majority languages. Key to the research was an especially developed methodological mixture, including the matched-guise technique. The surveys’ final reports to the German Research Foundation (DFG) are followed by contributions that give more details on the legal status of the languages in Finland and Lithuania or describe the specific features of urban multilingualism there.
