Abstract

"Key global players increasingly politicize discussion of climatic change. This is especially evident in regard to Bangladesh, much of which is perilously close to sea level and vulnerable to flooding, and which has long been the recipient of various development schemes for "poverty reduction" or "progress" to justify interventions in its environment and society. Some of these projects have resulted in severe, often unintended, environmental effects, such as silting of waterbodies that are surrounded by embankments; biodiversity loss and weakening of the sea walls (which protect against floods) resulting from tiger-prawn monoculture; and loss of soil fertility in intensive agriculture. Camelia Dewan utilizes ethnography and environmental history to highlight flawed assumptions of international development projects in Bangladesh, which often misread the coastal landscape by attributing causality solely to climate change. Examination of multiple and often conflicting perspectives-from poor rural coastal populations, middle-class elites, political actors, and NGO staff-shows how, since the colonial era, Bangladesh has endured intrusions, and how its current environmental crisis goes beyond global warming. This case study informs broader issues worldwide by documenting how the idea of climate change shapes development projects in the Global South, and the extent to which these endeavors correspond with the problems and concerns of populations they are intended to help. This provocative study will be welcomed by readers in the fields of environmental anthropology, human geography, and development studies"--

Abstract

1971 was a critical year for India and Pakistan and also for West and East Germany. The Third India–Pakistan War led to the independence of Bangladesh, at the same time that the German–German policy of détente sought to surmount the East–West conflict. The global Cold War influenced both regional conflicts and linked them to each other. However, at their points of intersection, they were also bounded by the influence of the great powers. In den Jahren 1971/72 waren in Mitteleuropa und Südasien zwei gegenläufige Bewegungen zu beobachten. Während die deutsch-deutsche Entspannungspolitik den Ost-West-Konflikt zu überwinden suchte, entspann sich zwischen den beiden Nachfolgestaaten Britisch-Indiens ein Krieg, der zur Teilung Pakistans und Gründung Bangladeschs führen sollte. Indien unterstützte die bengalische Unabhängigkeitsbewegung gegen die pakistanische Zentralregierung.Entscheidend sind hierbei die unterschiedlichen Block-Allianzen der jeweils agierenden Nationalstaaten: Waren Bundesrepublik und DDR ihre Loyalitäten im Kalten Krieg recht klar, so blieben sie im bündnisfreien Indien bewusst weitaus unklarer. Dennoch war mit Abschluss des Indisch-Sowjetischen Freundschaftsvertrages im August 1971 eine (vor allem sicherheitspolitische) Annäherung der indischen Regierung an die UdSSR zu beobachten, derweil Pakistan schon früher zu einem wichtigen strategischen Partner der USA auf dem Subkontinent avanciert war.Ausgehend von der Hypothese, dass für Bundesrepublik und DDR Anfang der 1970er Jahre die Auseinandersetzung miteinander ihre Loyalitäten im Kalten Krieg überwog, untersucht die vorliegende Arbeit die Haltung der beiden deutschen Staaten im Bangladeschkrieg.
