Gjennom mange års arbeid har Telemarksforsking utviklet en ny modell, attraktivitetsmodellen, for å forklare steders vekst og utvikling.Attraktivitetsmodellen avdekker de viktigste strukturelle drivkreftene for vekst i befolkning og arbeidsplasser, og åpner samtidig for at steder kan påvirke sin egen utvikling gjennom å bli attraktive for bosetting, bedrifter og besøk. Attraktive steder vokser mer enn forventet ut fra de strukturelle kreftene som påvirker stedet utenfra. De innsikter som attraktivitetsmodellen gir om hvordan ulike strukturelle krefter og steders attraktivitet påvirker utviklingen kan også brukes til å lage scenarioer over fremtidig utvikling. Hvor mye kan et sted påvirke sin vekst hvis det er attraktivt? Hva som gjør et sted attraktivt varierer fra sted til sted, mellom ulike tidsepoker og er alltid avhengig av hva andre steder gjør samtidig. Det finnes derfor ingen enkel og konkret oppskrift for hvordan et sted kan bli attraktivt. Det finnes imidlertid noen steder som har oppnådd høy attraktivitet. Slike eksempler kan vi lære av, selv om oppskriften ikke kan kopieres direkte."

Co-designing Infrastructures tells the story of a research programme designed to bring the power of engineering and technology into the hands of grassroots community groups, to create bottom-up solutions to global crises. Four projects in London are described in detail, exemplifying community collaboration with engineers, designers and scientists to enact urban change. The projects co-designed solutions to air pollution, housing, the water-energy-food nexus and water management. Rich case-study accounts are underpinned by theories of participation, environmental politics and socio-technical systems. The projects at the heart of the book are grounded in specific settings facing challenges familiar to urban communities throughout the world. This place-based approach to infrastructure is of international relevance as a foundation for urban resilience and sustainability. The authors document the tools used to deliver this work, providing guidance for others who are working to deliver local technical solutions to complex social and environmental problems around the world. This is a book for engineers, designers, community organisers and researchers. Co-authored by researchers, it includes voices of community collaborators, their experiences, frustrations and aspirations. It explores useful theories about infrastructure, engineering and resilience from international academic research, and situates it in community-based co-design experience, to explain why bottom-up approaches are needed and how they might succeed.

The volume is the result of a one-year project of research and fieldwork. It is the outcome of the “European funds – a Sustainable Future for Umbria" (ESFU) project, co-financed by the European Commission with the "Support for information measures relating to the EU Cohesion policy” program. Communicating European Union opportunities are essential for the effectiveness of cohesion policy, which aims to promote and support the overall harmonious development of its Member States and regions. However, it is a difficult task when the advantages that want to be reached are so clear. Among these, the contribution of regions and local authorities together with stakeholders, beneficiaries and citizens can increase the possibility of development. While the lack of knowledge can impact the performance of cohesion policy and undermine territory opportunities (local authorities, entrepreneurs, third sector and other actors), determining a low level of participation effectively affects the impact of European regional development and the social fund. The proposal elaborated in this book tries to fill this gap, elaborating a method to facilitate the state of communication strategy at the regional level. Thanks to an interdisciplinary approach that combines knowledge from different disciplinary fields from the legal framework to communication. The volume analyses the actual scenario of the structural fund's communication in the Umbria region to put forward a final proposal to establish a Network on regional European funds, called “REFORE”. It should be a permanent mechanism for acquiring and disseminating information among potential recipients. The proposal thought for the Umbria context is replicable everywhere, shaping to a different environment.
