Abstract

In jüngerer Vergangenheit hat sich die weitgehend ideologisch geführte gesamtgesellschaftliche Debatte zur Frage nach der „richtigen“ Bewertung des zunehmenden Konsums cannabishaltiger Produkte zugespitzt. Für die einen besteht hinreichender Grund, an der bisherigen (grundsätzlichen) Verbotspolitik festzuhalten, die anderen sehen gerade in dieser „Kriminalisierung“ einer „gesellschaftlichen Kulturerscheinung“ das eigentliche Problem. Die wissenschaftliche Aufklärung und kritische Infragestellung der sattsam bekannten Argumente war zentrale Zielsetzung des im November 2016 veranstalteten Göttinger Expertenworkshops. Der vorliegende Band umfasst die Beiträge aller Referenten, um weitere Aufsätze ergänzt, und präsentiert damit die Expertise renommierter Wissenschaftler aus den Bereichen der (Sucht-)Medizin, Psychiatrie und Psychotherapie, Rechtsmedizin und Medizinrecht. Welche Schlussfolgerungen hieraus jedoch für die aktuelle rechtspolitische Frage nach einer evtl. Legalisierung zu ziehen sind, soll dem interessierten Leser nicht aufgedrängt, sondern seinem eigenen Nachdenken überlassen bleiben. What effect has the increasing potency of marijuana in recent years had on users and on use? Does our current legal policy toward marijuana make pragmatic sense, particularly considering that countries that have decriminalized marijuana have the same rate of drug use as the United States? Mitch Earleywine separates science from opinion to show how marijuana defies easy dichotomies. Abstract

Although primarily used today as one of the most prevalent illicit leisure drugs, the use of Cannabis sativa L., commonly referred to as marijuana, for medicinal purposes has been reported for more than 5000 years. Marijuana use has been shown to create numerous health problems, and, consequently, the expanding use beyond medical purposes into recreational use (abuse) resulted in control of the drug through international treaties. Much research has been carried out over the past few decades following the identification of the chemical structure of THC in 1964. The purpose of Marijuana and the Cannabinoids is to present in a single volume the comprehensive knowledge and experience of renowned researchers and scientists. Each chapter is written independently by an expert in his/her field of endeavor, ranging from the botany, the constituents, the chemistry and pharmacokinetics, the effects and consequences of illicit use on the human body, to the therapeutic potential of the cannabinoids.

Abstract

Coffeeshops are the most famous example of Dutch tolerance. But in fact, these cannabis distributors are highly regulated. Coffeeshops are permitted to break the law, but not the rules. On the premises, there cannot be minors, hard drugs or more than 500 grams. Nor can a coffeeshop advertise, cause nuisance or sell over five grams to a person in a day. These rules are enforced by surprise police checks, with violation punishable by closure.In Grey Area, Scott Jacques examines the regulations with a huge stash of data, which he collected during two years of fieldwork in Amsterdam. How do coffeeshop owners and staff obey the rules? How are the rules broken? Why so? To what effect? The stories and statistics show that order in the midst of smoke is key to Dutch drug policy, vaporising the idea that prohibition is better than regulation. Grey Area is a timely contribution in light of the blazing reform to cannabis policy worldwide.
