"In Residual Governance, Gabrielle Hecht dives into the wastes of gold and uranium mining in South Africa to explore how communities, experts, and artists fight for infrastructural and environmental justice. Hecht outlines how mining in South Africa is a prime example of what she theorizes as residual governance-the governance of waste and discard, governance that is purposefully inefficient, and governance that treats people and places as waste and wastelands. She centers the voices of people who resist residual governance and the harms of toxic mining waste to highlight how mining's centrality to South African history reveals the links between race, capitalism, the state, and the environment. In this way, Hecht shows how the history of mining in South Africa and the resistance to residual governance and environmental degradation is a planetary story: the underlying logic of residual governance lies at the heart of contemporary global racial capitalism and is a major accelerant of the Anthropocene"--

Abstract

How it happened that technological prowess and national glory (or "radiance," which also means "radiation" in French) became synonymous in France as nowhere else. In the aftermath of World War II, as France sought a distinctive role for itself in the modern, postcolonial world, the nation and its leaders enthusiastically embraced large technological projects in general and nuclear power in particular. The Radiance of France asks how it happened that technological prowess and national glory (or "radiance," which also means "radiation" in French) became synonymous in France as nowhere else. To answer this question, Gabrielle Hecht has forged an innovative combination of technology studies and cultural and political history in a book that, as Michel Callon writes in the new foreword to this edition, "not only sheds new light on the role of technology in the construction of national identities" but is also "a seminal contribution to the history of contemporary France." Proposing the concept of technopolitical regime as a way to analyze the social, political, cultural, and technological dynamics among engineering elites, unionized workers, and rural communities, Hecht shows how the history of France's first generation of nuclear reactors is also a history of the multiple meanings of nationalism, from the postwar period (and France's desire for post-Vichy redemption) to 1969 and the adoption of a "Frenchified" American design. This paperback edition of Hecht's groundbreaking book includes both Callon's foreword and an afterword by the author in which she brings the story up to date, and reflects on such recent developments as the 2007 French presidential election, the promotion of nuclear power as the solution to climate change, and France's aggressive exporting of nuclear technology.

Abstract

This collection explores how technologies become forms of power, how people embed their authority in technological systems, and how the machines and the knowledge that make up technical systems strengthen or reshape social, political, and cultural power. The authors suggest ways in which a more nuanced investigation of technology's complex history can enrich our understanding of the changing meanings of modernity. They consider the relationship among the state, expertise, and authority; the construction of national identity; changes in the structure and distribution of labor; political ideology and industrial development; and political practices during the Cold War. Abstract

L'inscription du Bassin minier du Nord-Pas-de-Calais au patrimoine mondial de l'humanité en 2011 a fait de la mine un lieu de mémoire universel et des gueules noires les héros et martyrs d’un monde disparu. Pourtant, l’activité minière, quasiment révolue dans la Vieille Europe et les pays de la première industrialisation, est aujourd’hui en pleine expansion dans la plupart des pays émergents, au point de constituer l’une des activités économiques essentielles de la Chine, du Brésil, de l’Afrique australe et de l’Inde. Érigeant en mythe un monde ouvrier fier de ses valeurs de courage, de solidarité et de puissance virile, Zola a définitivement lié dans notre imaginaire la mine au danger et à la catastrophe. Mais le vieux Maheux de Germinal concède aussi : « Du charbon, j’en ai dans la carcasse de quoi me chauffer jusqu’à la fin de mes jours ». Loin du spectacle de la mort collective, en effet, le travail à la mine est générateur de maladie et d’agonie silencieuse : silicose, ankylostomiase, sidérose et cancers dessinent les contours d’une catastrophe de masse, bien plus meurtrière, vécue à l’échelle individuelle par ceux qui perdent leur vie à la gagner depuis deux siècles. C’est l’histoire, longtemps occultée, que ce livre raconte. Abstract

À une époque où l’existence et la nature de l’armement, conventionnel ou nucléaire, sont questionnées par les bouleversements géopolitiques et stratégiques, le recours à une perspective historique et comparative est indispensable. Pour comprendre les relations complexes entre armement et nation, cet ouvrage propose pour la première fois une histoire longue des systèmes d’innovation, de production et d’usage en matière d’armement. Principalement axé sur la France, il entend développer de nombreux points de comparaison entre pays, s’attarder sur les structures comme sur les hommes, analyser les techniques comme les modes productifs, regarder les ingénieurs de l’armement comme le monde des industriels et celui des savants. Dans le cas français, l’ingénierie des armements relève du monde administratif et technique « ordinaire » et les corps d’armement ont joué un rôle pionnier dans de nombreux champs scientifiques et techniques, dans la géodésie, l’instrumentation et la métrologie notamment, ou encore dans la rationalisation industrielle. Ce volume, issu d’un colloque organisé par le Comité pour l’histoire de l’armement, propose un panorama complet du système français d’innovation en matière d’armement depuis deux siècles. Une vingtaine de chercheurs français et étrangers - historiens, économistes et sociologues - se sont attachés à combler une lacune historiographique.
