Dans un contexte marqué par la globalisation économique et technologique, la diffusion croissante des technologies de l’information et de la communication (TIC) modifie de manière significative les pratiques d’échange, de production et d’apprentissage. Néanmoins, les modes d’introduction et d’appropriation des TIC divergent et tendent à renforcer les inégalités Nord-Sud en matière de développement économique et humain. Ces inégalités traduisent-elles la coexistence de trajectoires d’inclusion ou d’exclusion des réseaux numériques ? Le Maghreb dans l’économie numérique s’attache à établir un lien entre les dynamiques socio-économiques induites et la manière avec laquelle co-évoluent plusieurs dimensions institutionnelles - qui découlent notamment des dispositifs juridiques et plus globalement des politiques publiques. Cette démarche qui prend en compte la spécificité des contextes institutionnels et la diversité des logiques d’insertion dans l’économie numérique, contribue à redéfinir les concepts de la Société de l’information. Un éclairage particulier est porté sur les modes d’accès aux TIC, les contraintes d’usage et d’appropriation technologique et les conditions d’émergence d’une industrie à forte valeur ajoutée dans le contexte des pays maghrébins.
