This paper charts Tunisia's transformation from an inward-looking, heavily regulated economy into a predominantly market- and export-oriented one. The paper highlights some of the major challenges facing the country and draws lessons from Tunisia's experience that can be useful for other countries.

Currency convertibility is a far-reaching instrument to facilitate integration into the global economy. With it a country can gain the benefits of increased freedom in capital movements and of fostering trade and financial linkages worldwide. A seminar sponsored by the Arab Monetary Fund and the IMF, held in Marrakesh, Morocco, discussed the theoretical and empirical aspects of currency convertibility in the Arab countries. The volume, edited by Manuel Guitián and Saleh M. Nsouli, reproduces the papers presented at the seminar.

Les produits de base occupent une place prédominante dans les exportations de l’Afrique, mais ils sont extrêmement vulnérables aux aléas climatiques et aux fluctuations de la demande et des cours mondiaux. Si le continent africain veut tirer pleinement parti du processus d’intégration et d’ouverture de l’économie mondiale, il doit cesser d’être aussi fortement tributaire des produits de base. Les industries manufacturières des pays africains ont donc un nouveau rôle à jouer, et un rôle important. Les études rassemblées dans ce volume traitent de trois questions importantes : le rôle de la politique de change pour rendre plus compétitives les exportations de produits manufacturés africains ; les mesures qui peuvent être prises pour améliorer l’efficacité de la production; enfin, le rôle des réformes structurelles et institutionnelles pour promouvoir la compétitivité du secteur manufacturier et faire de l’Afrique une destination plus attrayante pour l’investissement direct étranger. En épilogue, on évalue les progrès réalisés et les évolutions enregistrées depuis la tenue de la conférence dont cet ouvrage est issu.

Primary commodities dominate African exports, yet these products are extremely vulnerable to variations in weather conditions, world demand and prices. If the continent is to obtain optimum benefit from the integration and opening of the world economy, this heavy reliance on primary products must be reduced. There is, thus, a new and important role for African countries’ manufacturing industries. The papers in this volume address three important issues: the role of exchange-rate policy in enhancing the competitiveness of African manufactured exports; the steps that can be taken to improve production efficiency; and the role of institutional and structural reforms in promoting competitiveness in manufacturing and in improving Africa’s attractiveness to foreign direct investment. An Epilogue evaluates progress and developments since the conference which gave rise to this volume was held.
