Abstract

This study proposes that - rather than trying to discern the normative value of Afropolitanism as an identificatory concept, politics, ethics or aesthetics - Afropolitanism may be best approached as a distinct historical and cultural moment, that is, a certain historical constellation that allows us to glimpse the shifting and multiple silhouettes which Africa, as signifier, as real and imagined locus, embodies in the globalized, yet predominantly Western, cultural landscape of the 21st century. As such, Making Black History looks at contemporary fictions of the African or Black Diaspora that have been written and received in the moment of Afropolitanism. Discursively, this moment is very much part of a diasporic conversation that takes place in the US and is thus informed by various negotiations of blackness, race, class, and cultural identity. Yet rather than interpreting Afropolitan literatures (merely) as a rejection of racial solidarity, as some commentators have, they should be read as ambivalent responses to post-racial discourses dominating the first decade of the 21st century, particularly in the US, which oscillate between moments of intense hope and acute disappointment.

Abstract

This report undertakes a reassessment of the economic progress of American Blacks over the past 40 years, drawing on the 1980 Census micro data file and the newly released micro data files for the 1940 and 1950 Censuses. Its most basic concern is whether the economic lot of black men has improved significantly in the 40-year period, but it also considers whether economic progress has touched all parts of the black community. Finally, it attempts to isolate the underlying causes of black economic progress by considering the roles played by education, migration to the north, and affirmative action.

Abstract

On March 14, 2008 the Fund established the Administered Account for Liberia ('Liberia Administered Account' or LAA) to facilitate fundraising for, and delivery of, debt relief to Liberia with respect to obligations owed to the Fund. Specifically, the account was intended to: (i) receive resources contributed for the financing of the IMF's share of debt relief to Liberia; and (ii) use these resources, as provided for in the Instrument to establish the LAA, to make contributions in the context of debt relief to Liberia under the Heavily Indebted Poor Country (HIPC) Initiative, and to deliver 'beyond-HIPC' debt relief to Liberia (Attachment). As stipulated in the Instrument (paragraph 10(a)), the LAA shall remain in effect for as long as necessary, in the judgment of the Fund, to conduct and wind up the business of the account. Following Liberia's successful achievement of the HIPC completion point in June 2010 and the full delivery of 'beyond-HIPC' debt relief, which exhausted the balances in the account, the LAA can be terminated as it has no pending business.

"In 2016, the citizens of Knoxville, Tennessee, joined in a community reading program called the Big Read. Knoxvillians read Ernest Gaines's book A Lesson Before Dying, and community groups hosted a series of lectures, book discussions, film screenings, and dramatic performances that immersed the community in a five-week conversation on racism. This book of essays is the University of Tennessee Libraries' contribution to Knoxville's Big Read. The Libraries put out a community-wide call for written responses to A Lesson Before Dying and was richly rewarded with the thoughtful and heartfelt commentaries gathered here."
