Abstract

Die Zeitschrift für Sozialhilfe ZESO ist eine fachpolitische Zeitschrift, die als Scharnier funktioniert zwischen Sozialhilfe, Sozialwesen, Sozialpolitik und Forschung. Sie liefert zusammen mit ihren Vorgängern Der Armenpfleger (1903-1966) und der Zeitschrift für öffentliche Fürsorge (1967-1996) einen guten Überblick über die sozialpolitischen Themen und Diskussionen seit über 100 Jahren. Die ZESO wird von der Schweizerischen Konferenz für Sozialhilfe SKOS herausgegeben. Sie richtet sich an die für die Sozialhilfe zuständigen Behörden auf kommunaler und kantonaler Ebene sowie an SozialarbeiterInnen und weitere Fachpersonen im Sozialwesen. Sie erscheint viermal pro Jahr auf Deutsch, online auszugsweise auch auf Französisch.

Abstract

This report outlines six key policy areas which, when taken in a coordinated and coherent way, increase the chances of childhood well-being and address risk factors of vulnerability. These policy areas aim to empower vulnerable families and improve parenting skills, boost children's emotional and social skills, make child protection services more child-centred and accessible and improve after-care services, increase children's educational success and improving early education quality, improve children's health including pre-natal care and nutrition, and reduce children's poverty and material deprivation and removing barriers for parental employment. First, the report looks into the individual, family and environmental factors that contribute to child vulnerability and the special considerations for children in vulnerable countries.

Abstract

The Sustainable Development Goals (SDGs) were agreed to by the international community in 2015 and represent an ambitious effort to set a global agenda for development that is both equitable and sustainable, in social, economic and environmental terms, following on from the earlier Millennium Development Goals. This paper proposes an adapted set of indicators to assess countries' performance against the promise of 'leaving no one behind'. It seeks to bring the SDG targets for children in high-income countries into meaningful operation and to establish a point of departure for reviewing the SDG framework in these contexts, focusing on those goals and targets with most direct relevance to the well-being of children in high-income settings, including the domains of no poverty, zero hungr, good health and wellbeing, quality education, decent work and economic growth, reduced inequalities, sustainable cities and communities, responsible consumption and production, and peace, justice, and strong institutions. The paper compares 41 countries across 25 indicators, ranking countries on their achievements in well-being for children.

Abstract

The author examines the practice of video interrogation for children witnesses. Starting point for their empirical investigation is the question of whether the law reform is not only meant well, but can be implemented practically. Here the author builds on the regulations of the 1998 established law for witness protection, to its feasibility in terms of the intended effective protection of victims, particularly the avoidance of so-called secondary victimization (trauma), experts from the federal state of Lower Saxony - prosecutors, police and courts - report by their own experiencees. In five selected district courts of Lower Saxony, the author has also conducted an extensive document analysis on the use of video testimony, and concluded that the video technology in criminal proceedings is used rarely. In specific reform proposals "de lege ferenda"also the recent regulations of the Law Reform Act of 2003 victims are included in the evaluative study.

Abstract

"This scholarly monograph is based on a doctoral dissertation, On Holding Part of a Child's Life in One's Hands. Conversations between Professionals and Children with Mentally Ill or Substance Addicted Parents: An Ethical and Narrative Perspective, the subject of which is children's participation in group therapy discussions for children whose parents are mentally ill or substance users. The book builds on experiences from participant observation in seven different groups and follow-up conversations with the participating children and the professionals who lead the groups. The objective was to investigate the possibilities children have in such groups for being independent subjects in search of and making sense. The issue is: How are a child's experiences handled in discussion groups for children of mentally ill or substance addicted parents? The book's scientific anchor is in expository hermeneutics, which underpins the emphasis on the significance of balance and reciprocity in interactions between the children and the professionals who lead the groups. In this connection, exploring in concrete situations how the group leader created space for the individual child's perspective by putting his/her own perspectives into play (or by not doing so) is central. Expository hermeneutics also makes possible identifying some of what is not put into words, barely mentioned or implied, in interactions between the professional and the child, but which nonetheless may have considerable bearing on the understanding that is formed. The experiences and observations from the discussion groups are conveyed via nine stories detailing specific conversations and activities in which the children conveyed their experiences, thoughts and feelings, without them becoming further topics in the group work. Through interpretation of these stories a perception emerges of group conversation for children with mentally ill or addicted parents as being a practice in which the child's own experience of their parent's illness or dependency is only to a limited degree made an issue. Through a theoretical discussion in which what has transpired in the group interactions is elevated to a more generally insightful level, a deeper understanding of this phenomenon is sought."

Au cours des années 2000, une série de transformations institutionnelles traversent le champ de l'adolescence : reconnaissance de la notion de handicap psychique, accumulation de réformes dans le cadre de la justice des mineurs, développement de dispositifs d'écoute de la souffrance. C'est dans ce contexte social que se problématise la catégorie d'" adolescents difficiles ". Il s'agit d'une population de jeunes qui, ne rentrant pas de façon suffisamment satisfaisante dans les cases des savoirs et des pratiques du médicosocial, de la protection de l'enfance, de la justice ou du sanitaire, " se font rejeter de partout ". Cette population interstitielle devient alors l'objet spécifique d'un souci collectif, de savoirs cliniques et d'actions publiques. Dans quelles conditions historiques et sociales l'expertise clinique a-t-elle identifié ce problème? Comment les acteurs de terrain éprouvent ce souci? Quelles pratiques développent-ils pour le traiter? À partir d'une recherche documentaire et d'une enquête ethnographique de longue durée, cet ouvrage apporte une contribution à l'anthropologie de la santé mentale en France. Il explore concrètement ce que la psychiatrisation signifie, dans le champ des adolescents difficiles, aux confins de la dangerosité et de la vulnérabilité, des pratiques de sollicitude et de contrainte.

Cette étude s'attache à mettre en évidence les principales caractéristiques du travail des enfants en Amérique Latine, une région où, selon la dernière estimation de l'incidence du travail des enfants effectuée par l'Organisation Internationale du Travail (OIT, 2002), un peu plus de 17 millions d'enfants de 5 à 14 ans étaient économiquement actifs en l'an 2000 (soit 16% de cette classe d'âge). Pour cela, trois enquêtes nationales réalisées en 1998 auprès de ménages de trois pays limitrophes - le Brésil, la Colombie et le Venezuela - ont été utilisées. Ce rapport consacre une première partie à l'analyse statistique du travail des enfants dans les trois pays précédemment cités. Les fortes disparités de l'incidence du travail enfantin entre les zones rurales et urbaines de ces pays, entre les régions, et au sein même de ces régions, sont mises en évidences. The aim of this study is to highlight the main characteristics of child labour in Latin America-a region in which, according to the International Labour Organization's latest estimate of the impact of child labour (ILO, 2002), just over 17 million children aged between 5 and 14 (or 16% of that age group) were economically active in the year 2000. For that purpose, three national household surveys conducted in 1998 in three neighbouring countries-Brazil, Colombia and Venezuela have been used. The first part of the report is devoted to a statistical analysis of child labour in the above three countries. It highlights the sharp disparities in the frequency of child labour between these countries' rural and urban areas, between regions, and even within regions. The nature of child labour (hours, sectors of activity, status, pay) is set forth in detail. Lastly, special attention is paid to the linkages between child labour and schooling, household structure and household.

Abstract

Spectacular cases of child sexual abuse (CSA) dominate media coverage again and again, shaping our knowledge about a topic that is as sensitive as it is taboo. To date, a scholarly overview of the current state of media coverage of SBC has been lacking. This book attempts to shed light on the connections between SBCs and the media in a variety of ways, incorporating different studies and perspectives from practitioners. It thus provides a comprehensive overview of relevant issues raised in the context of CSA and the media.
