The ISMU annual Report on migration enters its 27th edition in 2022. Over time, the Report has become a useful reference for people working on migration, both within and outside Italy. This edition analyzes both the impact of the pandemic on migration flows and immigrants and the consequences of the Afghan crisis on migration. As the health emergency subsided in the second half of 2021, public interest on migration resurfaced along with the challenges that migration poses to Italy and the European Union. In addition to the traditional areas of interest (health, work, education, and the legal framework) and to statistical aspects (ISMU estimates that 5,576,000 foreigners live permanently in Italy as of 1st January 2021), the 27th edition of the Report devotes particular attention to the attitudes and orientations of Italian people towards migration, as well as to the experience of migrant women in terms of discrimination and positive valorization. The volume contains in-depth studies on refugees and humanitarian action, on how migration affected local elections, on alternatives to detention, and on foster care for unaccompanied foreign minors. Finally, special attention is devoted to Europe – especially to new directions in EU migration policy after Merkel – and the world – especially bilateral political initiatives involving African countries.

Le Journal du droit des jeunes rend compte, analyse, informe de toutes questions qui guident l’activité des travailleurs sociaux, des éducateurs, des magistrats, des avocats, des enseignants. L’enfant est au centre des questions du droit de la famille (autorité parentale, aliments, adoption, etc.), la sécurité sociale (revenu minimum, logement, santé, etc.), de la protection de l’enfance, des enfants étrangers, de la prévention et de la répression de la délinquance, de l’éducation et bien entendu de la justice des mineurs. In het strafrecht, zowel internrechtelijk als op Europees niveau, krijgt het slachtoffer een meer centrale positie. Er gaat recent ook veel aandacht naar (de hervorming van) het jeugddelinquentierecht en naar kindvriendelijke justitie. Toch blijft de rechtspositie van het minderjarige slachtoffer daarbij vaak onderbelicht. Dit boek wil daaraan tegemoet komen, hoofdzakelijk vanuit juridisch perspectief, maar met een extra (jeugd)criminologische dimensie. Het boek behandelt de positie van het minderjarige slachtoffer in gerechtelijke procedures in het algemeen, in het strafrecht en in het jeugddelinquentierecht, gevolgd door een toets daarvan aan het kinderrechtelijk kader. Daarnaast zijn er meer thematische bijdragen over het audiovisueel verhoor, de bijstand van een advocaat en de aandacht voor ‘minderjarigheid’ in het materieel strafrecht. De criminologische bijdragen geven een beeld van het criminologisch en sociaalwetenschappelijk onderzoek over minderjarige slachtoffers, en zoomen in op de positie van het minderjarige slachtoffer in herstelrechtelijke processen. Met dit boek hoopt de onderzoekslijn jeugdrecht en jeugdcriminologie (een samenwerking tussen het Instituut voor Sociaal Recht en het Leuvens Instituut voor Criminologie van de KU Leuven) een diepgaande beschrijving te geven van de rechtspositie van het minderjarige slachtoffer vanuit diverse perspectieven en in diverse deeldomeinen. Deze analyses, gecombineerd met kritische reflecties, kunnen een aanzet geven tot verder juridisch en criminologisch onderzoek, een grotere aandacht voor en een verbetering van de rechtspositie van het minderjarige slachtoffer.
