Les cycles successifs de négociations visant à libéraliser les échanges ont débouché sur la mise en place d'un système commercial multilatéral et de mécanismes destinés à protéger les intérêts des nations commerçantes. Cela a entraîné la croissance pour les nations qui ont reconnu l'importance de l'ouverture et qui se sont dotées d'un cadre d'action national venant compléter les possibilités offertes par la libéralisation des échanges. Comment certains pays en développement ont-ils réussi à tourner la mondialisation à leur avantage ? Quelles sont les questions commerciales à résoudre si l'on veut promouvoir plus largement le développement ? Comment le système commercial multilatéral peut-il faciliter le processus de développement ? L'ouverture des marchés offre des avantages tangibles. Au cours de la dernière décennie, les pays les plus ouverts aux échanges et à l'investissement ont enregistré une croissance annuelle moyenne deux fois supérieure à celle des économies plus fermées. Les individus, les entreprises et les pays sont plus nombreux que jamais à dépendre des gains de la libéralisation du commerce et de l'investissement. Cependant, l'intégration accrue des marchés suscite toujours de l'inquiétude. Un engagement durable des pays en faveur de la libéralisation est indispensable pour assurer la prospérité mondiale sur le long terme. Pour être crédible, cet engagement doit être légitimé par un large soutien public, fondé sur la compréhension de ses enjeux. Il est d'autant plus important de faire savoir ce que la libéralisation des échanges et de l'investissement peut ou ne peut pas accomplir et ce dont elle peut être tenue pour responsable. La libéralisation des échanges et de l'investissement n'est pas un processus indolore. Il ne faut pas la considérer comme une panacée ni comme une fin en soi. Néanmoins, elle constitue une composante essentielle de tout ensemble de politiques cohérent visant à aider les sociétés à s'ajuster -- afin d'en tirer profit -- aux transformations qu'induit le progrès technique, dont le rythme et l'ampleur sont sans précédent. Face à des enjeux aussi importants, cette publication examine les diverses voies qu'empruntent les marchés ouverts pour dispenser des bénéfices considérables aux sociétés et à leurs citoyens. Elle souligne les coûts monétaires du protectionnisme pour chacun et traite l'ensemble des préoccupations qui occupent une place importante dans le débat actuel sur les conséquences de la libéralisation des marchés pour l'emploi, la répartition du revenu, la protection de l'environnement et la souveraineté nationale. Cette étude délivre un message essentiel : la libéralisation n'est pas la cause première des inquiétudes des citoyens mais en constitue l'un des remèdes. Cette analyse exhaustive des tenants et des aboutissants de la libéralisation des échanges et de l'investissement devrait apporter une contribution majeure au débat public. About two hundred years ago, largely as a result of Adam Smith's Wealth of Nations, free trade achieved an intellectual status unrivaled by any other doctrine in the field of economics. What accounts for the success of free trade against then prevailing mercantilist doctrines? And how well has free trade withstood various theoretical attacks that have challenged it since Adam Smith's time? In this readable intellectual history, Douglas Irwin explains how the idea of free trade has endured against the tide of the abundant criticisms that have been leveled against it from the ancient world and Adam Smith's day to the present. An accessible, nontechnical look at one of the most important concepts in the field of economics, Against the Tide will allow the reader to put the ever new guises of protectionist thinking into the context of the past and discover why the idea of free trade has so successfully prevailed over time. Irwin traces the origins of the free trade doctrine from premercantilist times up to Adam Smith and the classical economists. In lucid and careful terms he shows how Smith's compelling arguments in favor of free trade overthrew mercantilist views that domestic industries should be protected from import competition. Once a presumption about the economic benefits of free trade was established, various objections to free trade arose in the form of major arguments for protectionism, such as those relating to the terms of trade, infant industries, increasing returns, wage distortions, income distribution, unemployment, and strategic trade policy. Discussing the contentious historical controversies surrounding each of these arguments, Irwin reveals the serious analytical and practical weaknesses of each, and in the process shows why free trade remains among the most durable and robust propositions that economics has to offer for the conduct of economic policy.

The apparent contradiction between trade liberalization and continuing high trade tax revenue raises the important question of how, precisely, the one affects the other. Although policymakers generally recognize the long-term benefits of trade liberalization, some have argued for at least a slower pace, in part because of revenue concerns. This paper seeks to address these issues in three complimentary ways: through an overview of the factors that may have a bearing on the question, through a review of trends in trade tax revenue both globally and in selected countries, and through econometric analysis.
