Gute Gesetzgebung und gutes Verwaltungshandeln sind für die gesellschaftliche Akzeptanz von Politik und Verwaltung von großer Bedeutung. Leider aber sind diese oft unklar, bürokratisch und wenig auf die Bedürfnisse der Bürgerinnen und Bürger zugeschnitten. Wie lässt sich die Zugänglichkeit und Adressatenorientierung von Verwaltung und Gesetzgebung verbessern? Dieser Konferenzband thematisiert den aktuellen Stand und Lösungsansätze, u.a. Ausbildung, Servicedesign, Digitalisierung und KI. Die Herausgebenden leiten das Netzwerk für Bessere Rechtsetzung und Bürokratieabbau, welches sich kontinuierlich diesen Fragen widmet. Good legislation and good administrative action are of great importance for the social acceptance of politics and administration. Unfortunately, however, they are often unclear, bureaucratic and poorly tailored to the needs of citizens. How can the accessibility and addressability of administration and legislation be improved? This conference volume addresses the current situation in and potential solutions to this issue, including training, service design, digitisation and AI. The editors run the Network for Better Regulation and Bureaucracy Reduction, which continuously dedicates itself to these concerns.

This Selected Issues paper discusses reforms that could generate higher revenues from the non-oil sector through measures to rationalize the tax code, broaden the tax base, and increase administrative efficiency. These efforts should be complemented by economic diversification policies that support non-oil growth and thereby expand the potential tax base. The paper also reflects on lessons learned from other country experiences that could be relevant for the Republic of Congo. The authorities should step up revenue mobilization as a key component of their medium-term fiscal strategy. This will require a well-sequenced structure of reforms that includes three key elements. First, the newly created Tax Policy Unit in the Ministry of Finance should reduce institutional fragmentation and facilitate the design, coordination and implementation of a medium-term revenue strategy. Second, the government should urgently address the erosion of the tax base generated by an excessive and discretionary use of tax exemptions that do not comply with existing laws and regulations. Finally, the government should continue to focus on rationalizing the tax code, and increasing administrative efficiency to recover tax arrears, including through the modernization of existing income tax systems.

The book illustrates the reconstruction of the system of granting Neapolitan citizenship during the sixteenth century. In particular, the role played by the ‘Regia Camera della Sommaria’, the highest tax magistrature of the Kingdom of Naples, in the evaluation of requests and in the assignment of the citizenship licenses, which allowed access to the substantial tax and jurisdictional privileges of the capital city. The policy of the Spanish government with respect to these privileges is based on prudence and attention to the political and social balance of a fundamental and complex capital as Naples is. The ‘Sommaria’, however, manages in establishing a system of control and government of privileges, which makes the Neapolitan citizenship for a large part a product of the state; also subtracting expertise in the field to the city's municipal government.

Administrative asylum procedures are permeated by tensions between rationalities of legality, efficiency, and deterrence in asylum casework and their various effects on cases. Based on ethnographic research in the Swiss asylum administration, this book unveils the pragmatics and politics of rendering asylum cases resolvable by re-cording the lives of applicants in terms of asylum. With his reading of power and agency in administrations, Ephraim Pörtner offers a critical view of the intricate relationship between practices of asylum casework and the governmental need to resolve claims of people seeking protection.
