South America is now one of the most attractive regions for investment in natural gas exploration and production, pipelines, LNG facilities and gas-fired power generation. The continent boasts abundant and growing natural gas reserves and several cross-border gas pipelines link gas-rich countries with large energy-hungry markets in neighbouring countries. The world’s largest gas producer and exporter, Russia has an enormous energy saving potential. At least 30 billion cubic meters – a fifth of Russian exports to European OECD countries -- could be saved every year by enhanced technology or energy efficiency. As the era of cheap gas in Russia comes to an end, this potential saving is increasingly important for Russians and importing countries. This book analyses and estimates the potential savings and the associated reductions in greenhouse gas emissions that could be achieved in the oil extraction (flaring), gas transmission and distribution sectors. It also describes Russia’s emerging climate policy and institutional framework, including work still ahead before the country is eligible for the Kyoto Protocol’s flexibility mechanisms and can attract financing for greenhouse gas reductions.

The countries of Continental Europe have started the process of reforming their natural gas markets. This book sets the context for, and considers the issues raised by, these reforms. It also analyses the key elements of effective reform, such as third party access to the gas infrastructure. Unlike earlier reformers, Europe faces important challenges of growing import dependency and reliance on a few large producer countries, against a background of strong demand growth. It is vital that both short and long term security of supply are sustained in the new market conditions. At the same time a key objective of reform is to improve economic efficiency through competition and short term trade, in order to reduce prices for natural gas consumers. The book argues that security and competition are not incompatible, and that security can be enhanced by competition provided that reform is handled with care. As Europe implements the EU Gas Directive, this book is a timely review for energy policy makers and others involved in the reform process. It is the latest in a series of IEA publications on energy market reforms.

Le méthane contenu dans le charbon a longtemps constitué un danger pour les exploitations minières (c'est le « grisou » des mineurs) du fait des risques d'explosion qu'il présente. Aujourd'hui, alors que le passé minier tend à s'effacer progressivement, ce gaz naturel pourrait être capté par forage depuis la surface pour servir de nouvelle source d'énergie. En Lorraine, cette perspective soulève de nombreuses interrogations, teintées tantôt d'enthousiasme, tantôt d'inquiétude. D'avril 2013 à décembre 2015, une équipe pluridisciplinaire de chercheurs et d'enseignants-chercheurs de dix laboratoires universitaires français et québécois ont conduit une action de recherche dénommée « GazHouille » portant sur le projet d'exploitation du gaz de charbon en Lorraine et son intégration dans le territoire. L'originalité de leur travail réside dans son caractère transverse, car il apporte des éclairages géographiques, géologiques, de psychologie sociale, économiques, juridiques, politiques, etc., permettant d'appréhender le projet d'exploitation dans plusieurs de ses dimensions. Cet ouvrage rend compte des résultats majeurs de leur étude. Il n'a pas la prétention d'être exhaustif, mais peut servir à alimenter un débat ou une consultation publique sur le thème de gaz de charbon en Lorraine, ainsi qu'à expliciter et formuler les interrogations soulevées par les perspectives de son éventuelle exploitation.
